The EU has stepped up its engagement with the Iraqi political leadership through, among other things, the establishment of a framework for a political dialogue based on the EU-Iraq Joint Declaration on Political Dialogue signed on 21 September 2005, Troika visits and the June 2005 EU-US sponsored international conference in Brussels.

The smoke from the rifles and the explosions had barely settled before the U.S. state department and other supporters of Prime Minister Nouri al-Maliki commenced declaring that there was no evidence that the Government of Iraq was involved.
