SUPPORTS the continuation of the Framework Agreement beyond May 2008 as the basis for the cooperation between the European Community and ESA, in the understanding that the Framework Agreement and its implementation will be periodically assessed and improved, if necessary, and RECALLING the invitation expressed in the orientations of the second meeting of the Space Council for a wide-ranging appraisal of possible cost-efficient scenarios for optimizing the organization of space activities in Europe, INVITES Member States, the European Commission and the ESA Director General to look for possible improvements of this cooperation, in order to further develop the orientations of the second meeting of the Space Council into more operational and practical arrangements, notably with regard to the issues listed in Annex 1,
SOUTIENT la poursuite de l'accord-cadre au-delà de mai 2008 comme base de la coopération entre la Communauté européenne et l'ASE, étant entendu que l'accord-cadre et sa mise en œuvre feront régulièrement l'objet d'évaluations et d'améliorations, le cas échéant, et RAPPELANT l'invitation formulée dans les orientations du deuxième Conseil «Espace» à engager une évaluation de grande envergure des éventuels scénarios d'un rapport coût/efficacité satisfaisant pour optimiser l'organisation des activités spatiales en Europe, INVITE les États membres, la Commission européenne et le directeur général de l'ASE à étudier les possibilités de renforcement de cette coopération, de façon à développer encore les orientations du deuxième Conseil «Espace» pour les traduire en dispositions plus opérationnelles et pratiques, notamment en ce qui concerne les questions énumérées à l'annexe 1;

Following the 2000 Communication 'Europe and Space: Turning to a New Chapter' and the subsequent ESA and EU Council Resolutions on the European Space Strategy, the European Commission and ESA Executive set up a Joint Task Force to assess all aspects of the co-operation between the European Union and the ESA.
Suite à la communication adoptée en 2000: «L'Europe et l'espace: ouvrir un nouveau chapitre» , et aux résolutions subséquentes de l'ASE et du Conseil de l'UE concernant une stratégie européenne pour l'espace , la Commission européenne et l'exécutif de l'ASE ont mis en place une task force conjointe chargée de passer en revue tous les aspects de la coopération entre l'UE et l'ASE.

The joint Commission and ESA communication "Europe and space: turning to a new chapter" is a further step in establishing a coherent approach for space in Europe, built around three pillars: strengthening the foundation for space so that Europe preserves an independent and affordable access to space, enhancing scientific knowledge and exploiting the benefits of space-based tools for markets and society.
La communication commune de la Commission et de l'ASE "L'Europe et l'Espace: ouvrir un nouveau chapitre" constitue un nouveau pas dans la direction d'une approché cohérente en Europe en matière spatiale, s'articulant autour de trois piliers: renforcer l'assise des activités spatiales pour que l'Europe préserve un accès à l'espace indépendant et à un prix abordable, accroître les connaissances scientifiques et faire bénéficier les marchés et la société des technologies de l'espace.

THE EUROPEAN COMMUNITY AND SPACE - COUNCIL CONCLUSIONS The Council: - considered that the communication of the Commission offered a pertinent overview of the situation of space activities in Europe and that its broad objectives constituted a useful basis for the possible definition of future Community activities in this field; - considered, that the Commission should continue to develop its role as a user of space technology, in particular in the field of earth observation, with a view to contributing to the optimization of the use of satellite data as well as to the implementation of Community policies; - agreed that the question of Community support for space- related RTD activities, including, if appropriate, development of instruments, should be considered when deciding on the Community RTD Fourth Framework Programme and its specific programmes, according to the normal rules and procedures; noted, however, that the Commission does not intend to propose a specific Community space research programme within the fourth Framework Programme; - invited the Commission to continue its efforts, within its sphere of competence and in the appropriate fora, in order to establish favourable conditions for the development of space application markets and for competitive European space industries. - agreed that synergy and complementarity between the Community RTD programmes and the activities of ESA and, while respecting the provisions of the Treaty, activities of the Member States and other international organisations should be further developed, whilst avoiding any duplication of efforts and whilst fully respecting the operating rules and procedures of both the Community and ESA; - noted the Commission's intention to establish an ad hoc group on Space with representatives of all the Member States.
LA COMMUNAUTE EUROPEENNE ET L'ESPACE - CONCLUSIONS DU CONSEIL Le Conseil : - a estimé que la communication de la Commission présente une vue d'ensemble pertinente des activités spatiales en Europe et que les objectifs généraux qui y sont fixés constituent une base utile pour la définition éventuelle des actions que la Communauté pourraient mener à l'avenir dans ce domaine ; - a estimé que la Commission devrait continuer à accroître son rôle d'utilisateur de la technologie spatiale, notamment dans le domaine de l'observation de la terre, en vue de contribuer à l'optimalisation de l'utilisation des données satellitaires ainsi qu'à la mise en oeuvre des politiques communautaires ; - a convenu qu'il faudrait examiner, conformément aux règles et procédures habituelles, la question du soutien de la Communauté aux activités de recherche et développement technologique (RDT) dans le domaine spatial, y compris, le cas échéant, la mise au point d'instruments lorsqu'interviendra la décision sur le quatrième programme-cadre des actions communautaires de RDT et ses programmes spécifiques ; il a toutefois noté que la Commission n'a pas l'intention de proposer un programme de recherche communautaire spécifique dans le domaine spatial qui s'inscrirait dans le quatrième programme-cadre ; - a invité la Commission à poursuivre ses efforts, dans la limite de ses compétences et dans les enceintes appropriées, afin de créer les conditions favorables à l'extension des marchés des applications spatiales et à la compétitivité des industries spatiales européennes ; - a convenu qu'il faudrait améliorer la synergie et la complémentarité entre les programmes communautaires de RDT et les activités de l'ASE et, dans le respect des dispositions du traité, qu'il conviendrait de poursuivre le développement des activités des Etats membres et d'autres organisations internationales, tout en évitant la duplication des efforts et en respectant pleinement les règles et procédures de fonctionnement de ...

(3) WELCOMES the growing cooperation between the European Community and the ESA and SUPPORTS the intention of the Commission to implement together with the ESA, measures to improve synergy and to examine further concrete measures so that Europe's space effort may gain a strategic impetus from EU activities in other areas;

RECALLING the Council's resolution of 22 June 1998 on the reinforcement of the synergy between the European Space Agency and the European Community(1) adopted in parallel by the European Space Agency (hereinafter referred to as the "ESA") Council and TAKING NOTE of the resolution on shaping the future of Europe in space adopted by the ESA Council of 11 May 1999, calling for a fully developed strategy to be prepared by the end of the year 2000,
RAPPELANT la résolution du Conseil du 22 juin 1998 sur le renforcement de la synergie entre l'Agence spatiale européenne et la Communauté européenne(1) adoptée parallèlement par le conseil de l'Agence spatiale européenne (ci-après dénommée "ASE") et PRENANT ACTE de la résolution intitulée Shaping the future of Europe in Space "(construire l'avenir de l'Europe dans l'espace)", adoptée par le conseil de l'ASE le 11 mai 1999, qui préconise la mise au point complète d'une stratégie avant la fin de l'an 2000;

CONSIDERING the fruitful cooperation between the Community and the ESA and the current activities involving Europe in a new generation of satellite navigation services (Galileo),
EU ÉGARD à la coopération fructueuse entre la Communauté et l'ASE et aux actions qui sont menées à l'heure actuelle engageant l'Europe dans une nouvelle génération de services de navigation par satellites (Galileo);

This visit represents a direct sequel to the Commission communication of July 1988, entitled "The Community and Space: A coherent approach", which had highlighted the close integration of the space effort in the mechanics of the building of Europe. It should also be seen in the context of the prospects opened up for Europe following the adoption in late 1987 of the ESA's long-term programme.
Cette visite prend place dans le prolongement direct de la communication de la Commission de juillet 1988: "La Communauté européenne et l'Espace: une approche cohérente", qui avait mis en évidence l'intégration étroite de l'effort spatial dans la dynamique de la construction européenne; elle s'inscrit également dans la perspective ouverte pour l'Europe par l'adoption à la fin de 1987, du programme à long terme de l'ESA.

- 3 - Within its spheres of competence, the Community's contribution to the space effort will aim at: (a) encouraging and supporting the optimum development and exploitation of Earth observation applications, particularly by means of initiatives contributing to the establishment of a European operational system for the study and monitoring of the environment; increasing and intensifying the use of satellite data within the framework of various Community policies; (b) creating regulatory conditions allowing the development of new markets for satellite communication services; (c) developing complementarity and synergy between Community RTD programmes and the space programmes of the ESA and the Member States, in particular by taking into consideration the future technological needs of the space sector when defining the content of Community programmes and by promoting better use of the results of Community programmes in the space sector; (d) encouraging the consolidation and growth of a competitive space industry and promoting its interests at international level, within the framework of the Community's industrial and commercial policies; (e) encouraging the widening of balanced international cooperation, particularly taking into account the new opportunities for cooperation with the Republics of the former Soviet Union and the countries of Central and Eastern Europe.
Dans les limites de ses compétences, la contribution de la Communauté à l'effort spatial visera à : a) encourager et soutenir le développement et l'exploitation optimaux des applications d'observation de la Terre, notamment par des initiatives contribuant à l'établissement d'un système opérationnel européen d'étude et de surveillance de l'environnement; accroître et intensifier l'utilisation des données satellitaires dans le cadre de diverses politiques communautaires; b) garantir un cadre réglementaire approprié à l'ouverture de nouveaux marchés pour les services de communication par satellite; c) améliorer la complémentarité et la synergie entre les programmes communautaires de RDT et les programmes spatiaux de l'ASE et des Etats membres, notamment en prenant en considération les futurs besoins technologiques du secteur spatial lors de la définition du contenu des programmes communautaires et en promouvant une meilleure utilisation des résultats des programmes communautaires dans le secteur spatial; d) promouvoir le renforcement et la croissance d'une industrie spatiale compétitive et défendre ses intérêts au niveau international, dans le cadre des politiques industrielle et commerciale de la Communauté; e) encourager l'élargissement d'une coopération internationale équilibrée, compte-tenu notamment des nouvelles possibilités de coopération avec les Républiques de l'Ex-Union Soviétique et les pays d'Europe centrale et orientale.
