The current proposal will therefore merely extend the programming period of the ERF II until the end of the new financial perspectives, i.e. to change its end date from end 2010 to the end of 2013.

In addition to clarifying the eligibility conditions of the voluntary return strand, the proposal to amend the ERF attached to the Communication simply aims at putting its calendar and implementing arrangements as regards management and control system in line with those proposed for the other three instruments : its duration is prolonged until 2013, and the new provisions will come into force as of 1st January 2008, in order to allow for the full implementation of the first multiannual programming cycle under the current decision, from 2005 to 2007.

In view of the recent evaluation and review of this proposal, as well as of the duration of this instrument, the modifications to be made to the ERF within the framework of the adoption of the “Solidarity and Management of Migration Flows” general programme under the new Financial perspectives therefore need to be focused on rationalisation of procedures (to align them to those proposed for the three other Funds), duration of implementation (extension until 2013) and complementarity and synergy (in particular as regards the actions under the “Return Fund”).
Compte tenu de l'évaluation et de l'examen de cette proposition réalisés récemment ainsi que de la durée de cet instrument, il importe d'axer les modifications à apporter au Fonds européen pour les réfugiés dans le cadre de l'adoption du programme général «Solidarité et gestion des flux migratoires», en vertu des nouvelles perspectives financières, sur la rationalisation des procédures (afin de les aligner sur celles proposées pour les trois autres Fonds), sur la durée de la mise en œuvre (prolongation jusqu'en 2013) et sur la complémentarité et la synergie (notamment en ce qui concerne les actions relevant du Fonds européen pour le retour).

As the current phase of the ERF runs into 2010, it is proposed to prolong its duration until the end of the financial perspectives, i.e. 2013. In operational terms, this will translate into the implementation of a third multiannual programme (2011-2013).
Étant donné que la phase actuelle du Fonds européen pour les réfugiés doit s'achever en 2010, il est proposé de prolonger sa durée jusqu'à la fin des perspectives financières, à savoir en 2013. This amendment takes into account the experiences with the resettlement provisions in the ERF until now and combines the specific criteria (which were in the former text) and which respond to al real need with flexibility to adequately respond to emergency cases.

The objective of the current proposal is to amend the Decision establishing the European Refugee Fund (ERF) for the period 2008 to 2013 having in view the creation of the European Asylum Support Office, which will have amongst its tasks certain operations that have until now been financed through the ERF: furthering "Community cooperation in implementing Community law and good practices, including interpretation and translation services supporting such cooperation" and "supporting the development and application by Member States of common statistical tools, methods and indicators for measuring policy developments in the field of asylum".
La présente proposition vise à adapter la décision portant création du Fonds européen pour les réfugiés (FER) pour la période 2008-2013 en vue de la création du Bureau européen d'appui en matière d'asile, qui sera notamment chargé de certaines opérations financées jusqu'ici par le Fonds, à savoir "l'approfondissement de la coopération communautaire dans la mise en œuvre de la législation communautaire et des bonnes pratiques, notamment les services d'interprétation et de traduction soutenant cette coopération" et "le soutien de l'élaboration et de l'application par les États membres d'outils statistiques, de méthodes et d'indicateurs communs pour mesurer les progrès accomplis dans le domaine de la politique d'asile".

As it is foreseen that the Office will take over some of the missions until now entrusted to the ERF, the Commission estimates that around EUR 24 million will be made available via the redeployment of funds currently envisaged for the ERF.
