If I might give a brief summary, it emerged from the negotiations – which, in accordance with the Austrian Presidency’s initiative, were accompanied by two specific information seminars for the Member States, the first, in February, discussing mainly the state-of-the-art environmental requirements for removing particulates from vehicle exhausts, in particular NOx from the exhausts of diesel cars, while a second is to be held on 22 June – that a broad majority among the Member States have expressed themselves in favour of this objective, concerning which there are already to be definite and binding discussions in relation to the stipulation of Euro-6 limits.

Economics would simply dictate that instead of using MMT a much enhanced refining process would be required which would cause greater volumes of crude oil and greater emissions from the refining process of a number of undesirable elements, including carbon monoxide and sulphur dioxide. Also concerning environmental pollution, there were a number of studies by Calgary based T.J. McCann and Associates Limited and Environ International Limited of California-MMT is banned by name in California-showing that the likely range of increase in nitrous oxide emissions if MMT were to be banned would be equivalent of adding 32,000 to 50,000 tonnes per year to the environment, the equivalent of putting over a million additional cars on the road by the year 2000 (1630 ) Last May Environ of California concluded that Environment Canada in the McCann study underestimated the annual increase in tonnes of nitrous oxide emissions that would result from the removal of MMT, saying it would result in between 49,000 and 62,000 tonnes more nitrous oxide into the environment.

- 2 - The commendations are as follows : * In the good environmental management category : - Cartonnerie de Lestrem, Lestrem, France for the elimination of effluent from a cardboard factory, and - British Gas plc, London, England for the reduction of environmental effects of an off-shore gas station at Morecambe Bay. * In the clean technology category : - Haldor Topsøoe A/s, Lyngby, Denmark for a process to remove sulphur and nitrogen oxides from flue gases and - Sollac Florange SA, Florange, France for the treatment and recirculation of acid waste from steel pickling. * In the clean Technology category there were many high quality projects but as they were not specifically concerned with clean technologies i.e. processes not giving rise to potentially polluting waste products, the European Jury felt unable to award a first prize. * In the Green Product Award the European jury felt unable to make an award or commend any entries since none of the projects submitted entirely fulfilled the criteria.
