IN-CONTEXT TRANSLATIONS

The purpose of this document is to give guidance for the identification of significant environmental aspects arising from activities, products and services over which an organisation applying EMAS has management control or influence according to Annex VI. Under EMAS, significant environmental aspects are at the centre of attention of an organisation's environmental management system and of the evaluation and improvement of its environmental performance by setting objectives and targets as well as of the ongoing review process.
Le présent document a pour objectif de fournir des orientations pour l'identification des aspects environnementaux significatifs des activités, des produits et des services sur lesquels une organisation appliquant le système EMAS peut agir ou avoir une influence conformément à l'annexe VI. Dans le système EMAS, les aspects environnementaux significatifs occupent une place centrale dans le système de management environnemental d'une organisation, dans l'évaluation et dans l'amélioration de ses résultats en matière d'environnement, par l'établissement d'objectifs généraux et spécifiques et grâce au processus de réexamen permanent.

Whether those participatory rights arise in the context of informal negotiations with departments around environmental initiatives or whether they stand in our courts as the opportunity to intervene in proceedings that have environmental importance, these rights truly represent the hallmarks of a democratic society. That's why I'm here today to share with you concerns about the particular aspect of this investment regime that we believe has far-reaching and adverse implications for the very founding principles upon which our justice system has been established.

In considering the mixtures of wastes to be added in Annex IIIA, the following information should be considered, inter alia: the properties of the waste, such as its possible hazardous characteristics, its potential for contamination and its physical state; the management aspects, such as the technological capacity to recover the waste, and the environmental benefits arising from the recovery operation, including whether the environmentally sound management of the waste may be impaired.

(39) In considering the mixtures of wastes to be added in Annex IIIA, the following information should be considered, inter alia: the properties of the waste such as its possible hazardous characteristics, its potential for contamination and its physical state; the management aspects, such as the technological capacity to recover the waste, and the environmental benefits arising from the recovery operation, including whether the environmentally sound management of the waste may be impaired. The Commission should progress towards the completion of this Annex as far as possible before the date of entry into force of this Regulation and complete this task at the latest six months after that date.
(39) Lors de l'examen des mélanges de déchets à ajouter à l'annexe III A, il faudrait tenir compte, entre autres, des informations suivantes: les propriétés des déchets telles que leurs éventuelles caractéristiques de danger, leur potentiel de contamination et leur état physique; les aspects relatifs à leur gestion tels que la capacité technologique de valoriser les déchets et les avantages pour l'environnement résultant de l'opération de valorisation, y compris l'éventualité que la gestion écologiquement rationnelle des déchets puisse être compromise. La Commission devrait s'employer autant que possible à terminer la mise au point de cette annexe avant la date d'entrée en vigueur du présent règlement et achever cette tâche au plus tard six mois après cette date.
