Whereas I am presenting a petition signed by 5,200 citizens from the Quebec County of Témiscamingue, in which they express their concern regarding this somewhat experimental project; whereas 700 people came to support the committee's actions to oppose this project—which potentially can alter our quality of life—at a meeting in Ville-Marie; and whereas there is commercial fishing on Lake Temiskaming and I was asked to represent a Mr. Denis Lampron, a commercial fisherman from Saint-Bruno-de-Guigues, who catches 30,000 pounds of fresh fish for sale from the lake, and whose work could be jeopardized if it were to be polluted in any way; I request, on my own behalf, as a Canadian citizen and chair of the committee, and on behalf of the people who signed petitions, that the federal environment minister conduct a full environmental assessment in order to evaluate the impact that this project might have on our transboundary environment, on the quality of both the soil and the surface water and groundwater.
Compte tenu que je présente une pétition de 5 200 noms de citoyens et citoyennes du comté québécois de Témiscamingue qui expriment ainsi leurs inquiétudes face à ce projet en partie expérimental, compte tenu que 700 personnes sont venues appuyer les démarches du comité pour contrer ce projet qui peut altérer notre qualité de vie lors d'un rassemblement à Ville-Marie, et compte tenu qu'il y a, sur le lac Témiscamingue, une activité de pêche commerciale et que je suis mandaté pour représenter M. Denis Lampron, pêcheur commercial de Saint-Bruno-de-Guigues, qui retire 30 000 livres de poisson frais pour la vente de ce plan d'eau et que quelque pollution que ce soit pourrait mettre en péril cette activité, je demande, en mon nom, en tant que citoyen canadien et président du comité, et au nom des personnes signataires des pétitions, que le ministère fédéral de l'Environnement fasse une étude environnementale complète afin d'évaluer les conséquences que ce projet pourrait avoir sur notre environnement transfrontalier, tant sur la qualité des sols que sur celle des eaux de surface et souterraines.
