Pleasing though it is to see Parliament and the Environment Ministers supporting an ambitious climate policy, we should not remain caught in fine rhetoric and good intentions.
Aussi agréable qu’il soit de voir le Parlement et les ministres de l’environnement soutenir une politique climatique ambitieuse, nous ne devons pas nous contenter de belles paroles et de bonnes intentions.

It is my understanding that one of the reasons the previous Liberal government failed to act on the environment, even after signing the Kyoto accord, was because these decisions had to be made under this act, under CEPA, behind closed doors, and even the environment minister could not get support for initiatives on the environment.

In its Communication on Air Transport and Environment - Towards meeting the challenges of sustainable development ("the Communication") the Commission has stressed the importance of bringing the ongoing work programme on aviation and environmental issues within CAEP to a satisfactory conclusion by decisions of the ICAO Council and the 33rd ICAO Assembly scheduled for September 2001, thus paving the way for avoiding a worsening of the situation in the shorter-term and for improving the environmental situation on the medium- and longer-term in order to remedy development trends which are not sustainable in a business as usual scenario.The Council of Transport Ministers and the European Parliament supported this message of the Commission's Communication on Air Transport and Environment presented in December 1999.

To ensure coordination in the Council between the discussion of the "internal market" Directives by the Ministers for Industry or the Environment and of the Directives dealing with the social dimension of the internal market by the Ministers for Social Affairs, the Greek Minister, supported by the other Ministers, proposed that the Ministers involved in the current presidency and the next two presidencies should work together.

STRESSES the importance for partners to implement the international Conventions on Biodiversity, Climate Change, Protection of the Mediterranean and the Convention to Combat Desertification and considers that the Mediterranean partners need to be supported in their efforts to implement these Conventions. 9. In accordance with the conclusions of the General Affairs Council, ad hoc meetings of Environment Ministers should be set up, which would carry out the monitoring of the actions contained in the action programme as well as proposals for any other new actions.
8. SOULIGNE l'importance, pour les partenaires, de mettre en oeuvre les conventions internationales sur la diversité biologique, le changement climatique, la protection de la mer Méditerranée, ainsi que la Convention sur la lutte contre la désertification et estime qu'il est nécessaire d'apporter un soutien aux partenaires du Bassin méditerranéen dans leurs efforts pour mettre en oeuvre ces conventions. 9. Conformément aux conclusions du Conseil "Affaires générales", des réunions ad hoc des ministres de l'environnement devraient avoir lieu ; elles auraient pour objet d'assurer le suivi des actions figurant dans le programme d'action ainsi que des propositions de nouvelles actions.
