As recognised by the Court of Justice in its case-law, the provisions of Chapter 3 of the Treaty, related to health and safety, form a coherent whole conferring upon the Commission powers of some considerable scope in order to protect the population and the environment against risks of nuclear contamination.

Stresses the importance of strong commitment on the part both of the candidate countries and of the EU in the field of environment and nuclear safety; recalls that nuclear power reactors of first generation Soviet design are considered as 'high risk' for Europe in general; urges the candidate countries to fulfil their obligations concerning their closure; is of the opinion that these nuclear reactors should be closed down at the latest by the time of accession; supports the Commission's plan for EU funding for scientific and technical cooperation to assist with the decommissioning of nuclear facilities; acknowledges the need to provide social support for displaced workers; calls on international financial institutions as the EIB and the EBRD to provide multi-lateral strategic investment and bilateral financial assistance in the realisation of energy saving projects and the development of renewable energy sources in the candidate countries;
75. souligne que tant les pays candidats que l'Union européenne doivent s'investir activement en faveur de l'environnement et de la sécurité nucléaire; rappelle que les réacteurs nucléaires de la première génération, de conception soviétique, sont considérés comme à haut risque pour l'ensemble de l'Europe; demande instamment aux pays candidats de remplir leurs obligations en ce qui concerne leur fermeture; estime que ces réacteurs devraient être fermés au plus tard lors de l'adhésion; appuie le plan de la Commission visant à allouer des fonds de l'Union européenne en faveur d'une coopération scientifique et technique destinée à aider au démantèlement des installations nucléaires; reconnaît la nécessité de fournir une aide sociale aux travailleurs déplacés; engage les institutions financières internationales telles que la BEI et la BERD à effectuer des investissements stratégiques multilatéraux et à accorder une aide financière bilatérale en vue de la réalisation de projets d'économie d'énergie et du développement de sources d'énergie renouvelables dans les pays candidats;
