As regards regional cooperation, despite the progress made under Lomé III, some shortcomings still remained. For example, not enough collective choices were made by the States concerned to define the real priorities, regional organizations were often too weak or too numerous (or both) to be effective, there were difficulties in promoting trade to any significant extent among the ACP countries, and so on.
En ce qui concerne la coopération régionale, malgré les progrès réalisés sous Lomé III, certaines déficiences demeurent : insuffisance de choix collectifs entre les Etats intéressés pour définir les véritables priorités; faiblesse et/ou pléthore des organismes régionaux dans bon nombre de cas; difficultés pour parvenir à une réelle promotion des échanges commerciaux entre ACP etc.
