Calls on the EIB to refrain from cooperation with financial intermediaries with a negative track record in terms of transparency, fraud, corruption and environmental and social impacts; encourages the EIB to form partnerships with transparent and accountable financial intermediaries with established links to the local economy in each country of operation; calls on the EIB, in this connection, to ensure greater transparency, especially in the intermediated loans business, as well as to exercise enhanced due diligence in preventing the use of tax havens, transfer pricing, tax fraud, tax evasion and aggressive tax avoidance or planning; calls for the establishment of a stringent, publicly available list of criteria for the selection of financial intermediaries; calls on the EIB to strengthen its cooperation with national public credit institutions in order to maximise the positive impact of its funding programmes for SMEs;

The Commission is willing to look – in partnership with the countries concerned and, where relevant, in cooperation with the EIB – at possibilities to enhance financial intermediation in developing countries, including through facilitating partnerships between micro-finance institutions and mainstream financial institutions.
La Commission souhaite examiner, en partenariat avec les pays concernés et, le cas échéant, en coopération avec la BEI, les possibilités de renforcer l'intermédiation financière dans les pays en développement, notamment en facilitant des partenariats entre les institutions de microfinance et les principales institutions financières.
