H. whereas a Palestinian unity government endorsed by Hamas and Fatah was established in April 2014, accepting the Quartet principles of non-violence, adherence to past agreements and the recognition of Israel, and was supported by the US and the EU; whereas efforts towards Palestinian reconciliation have however failed to make tangible progress; whereas the government has been unable to exercise its authority over the Gaza Strip; whereas the Palestinian leadership has continued to be mired in internal power struggles with, most recently, the President of the Palestinian Authority (PA), Mahmoud Abbas, resigning from the PLO Executive Committee and calling for an emergency meeting of the Palestinian National Council; whereas the PA is facing mounting charges of practices of patronage, authoritarianism and the arrest of critics, corruption and the misuse of public funds;
H. considérant que le gouvernement d'unité palestinien soutenu par le Hamas et le Fatah a été formé en avril 2014 avec le soutien des États-Unis et de l'Union européenne et qu'il souscrit aux principes prescrits par le Quatuor de non-violence, de respect des accords antérieurs et de reconnaissance d'Israël; considérant que les efforts déployés en vue de la réconciliation palestinienne n'ont toutefois pas amené des progrès tangibles; considérant que le gouvernement n’a pas été en mesure d’exercer son autorité sur la bande de Gaza; considérant que les dirigeants palestiniens ont continué de s’enfermer dans des luttes de pouvoir intestines, dont la dernière en date a vu le président de l’Autorité palestinienne (AP), Mahmoud Abbas, démissionner du Comité exécutif de l'OLP et appeler à une réunion d’urgence du Conseil national palestinien; considérant que l’AP doit faire face à des accusations de plus en plus nombreuses de pratiques de favoritisme, d’autoritarisme et d’arrestation de personnalités critiques, de corruption et de détournement de fonds publics;

B. whereas the UN resolution endorsed the Palestinian position that the West Bank, East Jerusalem and the Gaza Strip, which have been under Israeli occupation since the 1967 war, form the State of Palestine;

Given the simplistic attitude reflected in Canada's policy, perhaps the government could take a page from the French government, which, without endorsing the Palestinian Authority's position, still proposed a compromise that would give Palestine a specific status within the UN — a status that has already been given to other political entities.

Points out that the Israeli military action gravely contributed to shattering the Annapolis process, and calls on the EU, therefore, to take a strong initiative with a view to revitalising the remaining hopes of a negotiated comprehensive settlement of the conflict, by endorsing the principle of collective recognition of a Palestinian State before the end of the peace negotiations, as put forward in the proposal made by the French and Spanish Foreign Ministers for collective recognition of a Palestinian State; calls on the Council and the Commission, in the same spirit, to endorse and implement the recommendations set out in the EU Heads of Mission report on East Jerusalem of December 2009;
