When I pay someone, or when any Canadian pays someone, to deliver, whether across a counter or out of the end of a pipe, an ingestible product, that product ought to be subject to national standards and to national consequences for failing to meet those standards, not on the part of people who might afterwards process it, but on the part of the people who are responsible for delivering it to me out of the package, from the grocer's shelf or out of the end of a pipe.
