The Socrates and Leonardo da Vinci programmes, and their successors, can play a greater part in promoting linguistic diversity by funding projects to raise awareness about and encourage the learning of so-called 'regional' 'minority' and migrant languages, to improve the quality of the teaching of these languages, to improve access to learning opportunities in them; to encourage the production, adaptation and exchange of learning materials in them and to encourage the exchange of information and best practice in this field.

It put forward eight key priorities to be addressed, including the continued strengthening of our bilateral relations, a raised profile of the EU in Asia, support for regional cooperation (with a view to enhancing peace and security), encouraging Asia to play a greater role in multilateral fora, ensuring open markets and a non-discriminatory business framework, encouraging the integration of state economies into the free market, contributing to sustainable development and poverty alleviation in the least prosperous countries, and the importance of ensuring a coordinated approach, across the EU, to our relations with the region.

Where relevant, encouragement will be given to projects that have a regional dimension, reflecting the EU's added value and in line with the EU's policy of encouraging regional co-ordination and integration.

2. In the Hague Programme of 4-5 November 2004, the European Council acknowledged the need for the EU to contribute, in a spirit of shared responsibility to a more accessible, equitable and effective international protection system in partnership with third countries and to provide access to protection and durable solutions at the earliest possible stage. A distinction was drawn between the differing needs of countries in regions of transit and countries in regions of origin. Countries in regions of origin and transit will be encouraged in their efforts to strengthen their capacity for the protection of refugees. On countries and regions of origin, the European Council further invited the Commission to develop EU Regional Protection Programmes in partnership with the third countries concerned and in close consultation and cooperation with UNHCR. These programmes should build on experience gained in pilot protection programmes to be launched before the end of 2005. These programmes will incorporate a variety of relevant instruments, primarily focused on capacity building, and include a joint resettlement programme for those Member States which may be ready to participate in such a programme on a voluntary basis. With regard to countries of transit, the European Council emphasised the need for intensified cooperation and capacity building, both on the southern and eastern borders of the EU to enable those countries better to manage migration and to provide adequate protection for refugees.
2. Dans le programme de La Haye des 4 et 5 novembre 2004, le Conseil européen a reconnu que l'UE devait contribuer, dans un esprit de responsabilité partagée, à la mise en place d'un régime de protection internationale plus accessible, équitable et efficace, en partenariat avec les pays tiers, et permettre l'accès à la protection et à des solutions durables au stade le plus précoce. Une distinction est établie entre les besoins différents des pays dans des régions de transit et les pays dans des régions d’origine. Les efforts déployés par les pays situés dans les régions d'origine et de transit pour renforcer leurs capacités en matière de protection des réfugiés seront encouragés. En ce qui concerne les pays et régions d'origine, le Conseil européen a invité en outre la Commission à élaborer des programmes de protection régionaux de l'UE en partenariat avec les pays tiers concernés et en étroite consultation et coopération avec le Haut Commissariat des Nations unies pour les réfugiés. Ces programmes s'inspireront de l'expérience acquise lors de la mise en œuvre des programmes de protection pilotes qui seront lancés avant la fin de 2005. This becomes obvious when the objectives of the park's creation are examined. They are: to protect the Bluenose caribou herd and its calving and post-calving habitat; to protect in perpetuity a natural area in the Tundra Hills region, and encourage the public to understand and appreciate the region in such a way as to leave it intact for coming generations; to encourage collaboration between the Inuvialuit, the Government of Canada and the Government of the Northwest Territories with respect to the planning, operation and management of the park; to encourage and support the creation and maintaining of jobs and businesses in the region, by encouraging subsistence use of the park; to encourage greater understanding and respect of the cultural heritage of the Inuvialuit and their natural environment; to create an environment suited to long-term research into its ecological and cultural heritage; and to preserve the ecological integrity of the park.

The Commission will continue to support this work, e.g. to encourage other WHO regions to take into account the approach of the WHO's European region, to ensure continuous consistency with work of the WHO Advisory Group on Integrated Surveillance of Antimicrobial Resistance, to further contribute to the development of Health Codes by the World Organisation for Animal Health (OIE), to play an active role in the Codex Alimentarius, and to continue to encourage trading partners to consider their own measures against AMR.

The Commission proposed the following series of realistic measures to achieve this aim, taking account of the capacities of both sides. Trade: improve trade arrangements where possible; emphasize trade promotion activities, particularly with a view to diversifying the range of products and services exported; Regional integration: support the efforts already being made in the region, particularly by encouraging the harmonization of industrial standards and cooperation in the telecommunications field, and by devising cumulative origin rules for the regional groups; Economic cooperation: intensify contacts between businesses; encourage the setting up of data banks and joint investment committees; encourage cooperation between Chambers of Commerce and training programmes; Developement: continue official development assistance to eligible countries and improve coordination with other sources of finance to make it more effective; ../.- 2 - Finance: resume provision of export credits for those countries which have adopted satisfactory adjustment policies; Macroeconomic: work towards improving the international environment, which will help Latin America solve the problems it faces (debt, industrial resettlement, etc.), and strengthen the dialogue with countries in the region; Politics: arrange political consultations with Latin American countries or regions.
Pour parvenir a cet objectif, la Commission propose une serie de mesures realistes adaptees aux possibilites des deux partenaires : - en matiere de commerce : rechercher les ameliorations possibles au regime des echanges, accentuer les efforts de promotion commerciale particulierement en vue d'une plus grand diversification des produits et services exportes ; - en matiere d'integration regionale : appuyer les efforts deja entrepris dans la region, en particulier en favorisant l'harmonisation des normes industrielles, la cooperation en matiere de telecommunications, en envisageant l'application de regles d'origine cumulative aux groupements regionaux ; - en matiere de cooperation economique : intensifier les contacts entre operateurs economiques, favoriser la creation de banques de donnees, de comites mixtes d'investissements, la cooperation entre Chambres de commerce ainsi que les actions de formation ; - en matiere de developpement : poursuivre l'aide publique au developpement pour les pays eligibles et renforcer son efficacite en la coordonnant avec d'autres sources de financement ; - 2 - - en matiere financiere : retablir les credits a l'exportation pour les pays qui ont adopte des politiques d'ajustement satisfaisantes ; - en matiere macroeconomique : oeuvrer pour une amelioration de l'environnement international qui puisse faciliter la solution des problemes auxquels doit faire face l'Amerique latine (dette, mutation industrielle...)et pour cela renforcer le dialogue avec ces pays ; - en matiere politique : prevoir une concertation politique avec les pays ou groupes de pays latino- americains.

2. Development of tourism The second operational programme aims at the balanced development of tourism and more specifically the following objectives: - to encourage the development of the regions with little tourist activity and to discourage the excessive concentration of tourism businesses in already saturated regions; - to encourage the creation or modernization of tourism companies offering high quality within the framework of the existing aid scheme; - to encourage the construction of additional tourist facilities aiming at upgrading the quality of Greek tourism, by financing the provision of infrastructures undertaken by the public and private sector; - to develop new forms of tourism; - to upgrade the level of services offered in the tourist sector in general; - to protect the environment in tourist regions.
2. Développement du tourisme Le deuxième programme opérationnel vise le développement équilibré du tourisme et plus spécifiquement les objectifs suivants : - encourager le développement des régions à faible activité touristique et décourager davantage la concentration excessive des unités touristiques dans des régions déjà saturées; - encourager la création ou la modernisation d' unités touristiques de haute gamme dans le cadre du régime d'aide existant; - promouvoir la construction d'installations touristiques complémentaires visant la revalorisation de la qualité du tourisme grec, par le financement d'infrastructures entreprises par le secteur public et privé; - développer des nouvelles formes de tourisme; - valoriser le niveau des services offerts dans le secteur touristique en général; - protéger l'environnement des régions touristiques.
