- notes that the Committee on Legal Affairs has already called for such an agreement in the context of its consideration of the eighth UNRWA convention, taking the view that such an agreement would be the most appropriate means of ensuring the correct and unencumbered implementation of Article 228 of the TEU; that such a proposal was put forward at the Trialogue of 12 July 1995, and an interinstitutional working party was set up in the context of the consultation of Parliament on the fisheries agreement with Morocco; that this party, however, never held a meeting, thanks to the Council's refusal to honour an undertaking made by a previous presidency;

This eighth convention provides for a contribution by the Community towards the cost of UNRWA's education and health programmes of 93 million ECU.
