When the bill came to the Senate, no matter if it had come to this place first or second for sober second thought, the first thing that struck certain members of this committee, especially on the other side, the government side, was that they could remember not eight years ago, which is the limit prescribed, but nine years ago, when the original bill came before the House of Commons and the Senate.
