Today in Brussels, Philippe de Fontaine Vive, Vice-President of the European Investment Bank (EIB), and Abdelhamid Triki, Minister of Planning and International Cooperation, announced a EUR 140 million (TND 275 million) loan promoting economic development and employment in Tunisia in a further demonstration of the EIB’s specific commitment to supporting the Mediterranean countries in transition, which was strongly reaffirmed at the G8 summit in Deauville.
Philippe de Fontaine Vive, Vice-Président de la Banque européenne d’investissement (BEI) et Abdelhamid Triki, Ministre de la Planification et de la Coopération Internationale, ont confirmé ce jour, à Bruxelles, un engagement de 140 millions d’euros, soit 275 millions de dinars tunisiens, pour soutenir le développement économique et l’emploi en Tunisie.

37. Welcomes the agreement reached at the European Council meeting of 28 and 29 June 2012 to increase the EIB‘s capital by EUR 10 billion, which will enable the EIB group to boost its lending capacity within the Union by approximately EUR 60 billion over the period 2012-2015 and leverage some EUR 180 billion of total investment, and thus play a welcome role as part of the concerted efforts to boost the European economy; welcomes the fact that the EIB in its lending priorities specifically identified the need to extend the range of banking partners for SME lending so as to include new financial and non-conventional intermediaries; stresses that this new commitment must not undermine the parallel efforts to strengthen and improve the joint EIB-Union budget instruments used to share risk and take equity stakes; in light of this, calls on the Commission to strengthen and optimise the risk-sharing instruments of the European Investment Bank and the European Investment Fund programmes for portfolios of equity or mezzanine financing granted by financial institutions (intermediaries) to SMEs; recognises that cohesion policy is one of the main sources of financial support for SMEs and that funding programmes under the Structural Funds, a reduction in red tape and increased speed and efficiency are essential to fostering the recovery of the EU economy and its competitiveness;
37. se félicite de l'accord conclu lors de la réunion du Conseil européen des 28 et 29 juin 2012 pour augmenter le capital de la BEI à hauteur de 10 milliards d'euros, ce qui permettra au groupe de la BEI d'accroître sa capacité de prêt au sein de l'Union d'approximativement 60 milliards d'euros sur la période 2012-2015 et de générer un investissement total d'environ 180 milliards d'euros, exerçant ainsi une influence appréciable dans le cadre des efforts concertés pour redynamiser l'économie européenne; se félicite que la BEI ait spécifiquement inscrit dans ses priorités de crédit la nécessité d'étendre la liste de ses partenaires bancaires pour le crédit à destination des PME, afin d'inclure de nouveaux intermédiaires financiers et non conventionnels; souligne que ce nouvel engagement ne doit pas nuire aux efforts déployés en parallèle pour renforcer et améliorer les instruments budgétaires conjoints entre la BEI et l'Union qui permettent de répartir les risques et de prendre des participations dans les entreprises; invite la Commission, à la lumière de ces éléments, à renforcer et à optimiser les instruments de partage des risques de la Banque européenne d'investissement et les programmes du Fonds européen d'investissement basés sur des portefeuilles d'actions ou des financements mezzanine accordés par des établissements financiers (intermédiaires) à des PME; reconnaît que la politique de cohésion est l'une des principales sources d'aides financières aux PME et que les programmes de financement menés au titre des fonds structurels, une réduction de la bureaucratie, une amélioration de la rapidité et de l'efficacité constituent des éléments essentiels pour favoriser la reprise de l'économie européenne et sa compétitivité;

The rapporteur nevertheless notes the specific situation of the Bank in respect, for example, of the operation of its own capital: low paid-up capital in comparison with capital subscribed (EUR 8.2 billion paid up as against a subscribed capital of EUR 163.7 billion on 31 December 2006); the ability of the EIB’s Board of Directors to require payment, in order to cover the Bank’s needs, of all or part of the balance of the unpaid subscribed capital (i.e. in theory, EUR 155 billion); the specific prudential ratio laid down in Article 18(5) of the Bank’s Statute, which provides for a restriction of commitments to no more than 2.5 times the subscribed capital (a ratio which is very slightly altered by the Lisbon Treaty, currently undergoing ratification), etc.
Néanmoins, le rapporteur note les spécificités de la BEI au regard, notamment, du fonctionnement de ses capitaux propres : faiblesse des capitaux libéré par rapport au capital souscrit ; soit 8,2 Mrd€ libérés pour un capital souscrit de 163,7 Mrd€ au 31 décembre 2006, capacité du conseil d’administration d’exiger, pour faire face aux besoins de la banque, le versement de tout ou partie du solde du capital souscrit non libéré (soit en théorie 155 Mrd€), ratio prudentiel particulier fixé à l’article 18 point 5 des statuts de la Banque qui prévoit une limitation des engagements à 2,5 fois les capitaux propres souscrit (ratio très peu modifié par le traité de Lisbonne en cours de ratification), etc.

Its commitment to this is manifested in the aggregate figure of some EUR 23 billion that the EIB has channelled over the past five years into projects having a direct impact on improving the environment and the quality of urban life in Europe: nearly 3 billion for specifically social housing projects, 10 billion for development, renovation, modernisation and improvement schemes concerning districts, buildings and infrastructure and 10 billion for urban public transport.
C’est ainsi que la BEI a contribué, avec quelque 23 milliards d‘euros au cours des cinq dernières années, à des projets ayant un effet direct sur l’amélioration de l’environnement et la qualité de vie des citoyens européens en milieu urbain, soit près de 3 milliards pour des projets spécifiquement de logement social, 10 milliards pour des aménagements, rénovations, modernisations et améliorations de quartiers, bâtiments et infrastructures urbaines et 10 milliards pour les moyens de transports collectifs urbains.

In the late eighties trade and economic co-operation agreements had been concluded aiming at normalising trade relations. - specific aid programme PHARE and also other financial/technical support (EIB ; food/humanitarian aid ; scientific cooperation; balance of payments loans in cooperation with IMF/G24) : up to end 1994 (cumulated since 1989): Phare (grants) 4.3 billion ECU committed EIB loans 2.7 billion ECU ECSC loans (0.04 billion ECU) balance of payments loans 2.9 billion ECU - coordinating G24 assistance.
