IN-CONTEXT TRANSLATIONS

· Increasing the paid in capital of the European Investment Bank (EIB): in order to comply with sound banking practice the EIB needs an increase in its paid in capital if it is to maintain its current high level of annual lending activity around €65 billion a year.

As regards the effectiveness of these funds, it is estimated that the annual emission reductions a result of the energy efficiency projects are 3523 ktCO2e (or 1005 ktCO2e when prorated to EIB financing) in 2010 and 679 ktCO2e (or 379 ktCO2e when prorated to EIB financing) in 2011.

In addition, the EIB, in cooperation with the EIF as appropriate, shall report annually to the European Parliament and to the Council on EIB financing and investment operations. By 30 June of each year, the Commission is required to send to the European Parliament, the Council and the Court of Auditors an annual report on the situation of the Guarantee Fund and the management thereof in the previous year.

Welcomes the 2010 Annual Report and encourages the EIB to continue its activities to support the development of the European economy and foster growth, stimulate employment, and promote social and territorial cohesion with a special focus on projects for less-developed regions; supports the bank in its intention to target operations where its financing is likely to have the greatest impact on economic growth; points out that the EIB should use its resources and instruments in the best possible way to fight the actual financial and economic crisis;

Points out the importance of SMEs to the European economy and therefore welcomes the increase of EIB financing to SMEs over 2008 to 2010, totalling the amount of EUR 30,8 billion, and recognises that this amount exceeds the annual target amount of EUR 7.5 billion for this period; welcomes the setting-up of the European Progress Microfinance Facility in March 2010 with some EUR 200 million of funding from the Commission and the Bank; underlines, however, the difficulties faced by SMEs in trying to obtain credit and, in this respect, calls on the EIB to continue enhancing transparency in its lending through financial intermediaries; to this effect, calls for the establishment of clear financing conditions and stricter lending effectiveness criteria for its financial intermediaries; calls for an obligation for the EIB to report annually on its lending to SMEs, including an evaluation of the accessibility and effectiveness thereof and of the measures directed towards achieving a greater penetration rate;
