EFSI was launched just over a year ago, with the EIB as the Commission's strategic partner, and mobilises private financing for strategic investments.

Launched in 2015, EFSI seeks to mobilise private financing for strategic investments that cannot be funded by the market alone.

In just 18 months since the EFSI guarantee was launched, the EIB Group loans backed via EFSI are well on track to mobilise its initial target of EUR 315 billion in additional investments in the real economy by 2018.

8. Reiterates its conviction that the Union budget should not finance new initiatives to the detriment of existing Union programmes and policies and disregard political commitments already made; while acknowledging and fully confirming the large political and financial support to the launching of European Fund for Strategic Investment (EFSI), intends to deliver on the commitment that it made during the EFSI negotiations, namely to minimise to the maximum the impact on Horizon 2020 and the Connecting Europe Facility (CEF) in the frame of the annual budgetary procedure; proposes, therefore, to fully offset the cuts of these two programmes - due to the provisioning of the EFSI Guarantee Fund - in 2016 (EUR 1 326 million), in order to allow them to fully accomplish the objectives agreed only two years ago with the adoption of their respective legal bases;
8. se dit une nouvelle fois convaincu que le budget de l'Union ne doit pas financer de nouvelles initiatives aux dépens des politiques et des programmes existants de l'Union et des engagements politiques déjà pris; tout en reconnaissant et en confirmant pleinement le large soutien politique et financier au lancement du Fonds européen pour les investissements stratégiques (EFSI), entend tenir l'engagement qu'il a pris lors des négociations sur l'EFSI, à savoir de limiter au maximum l'incidence sur Horizon 2020 et le mécanisme pour l'interconnexion en Europe dans le cadre de la procédure budgétaire annuelle; propose donc de compenser intégralement les réductions apportées à ces deux programmes – en raison du provisionnement du fonds de garantie de l'EFSI – en 2016 (1 326 millions d'euros) afin de leur permettre de réaliser pleinement les objectifs fixés il y a à peine deux ans lors de l'adoption de leurs bases juridiques respectives;

7. Affirms its willingness to adopt Draft amending budget No 1/2015 as modified by the Council in line with the legislative agreement on the EFSI, given its interest in launching the EFSI as quickly as possible;

Supports all the incentives proposed by the European Commission to finance the new European Fund for Strategic Investments (EFSI), mainly by making national contributions to the fund fiscally neutral as regards to the attainment of the MTO and to the required fiscal adjustment effort without modifying it in the preventive or the corrective arm of the SGP; notes the Commission's intention to refrain from launching an EDP if, only because of the additional contribution to the EFSI, a Member State deficit goes slightly and temporarily beyond the 3 % deficit limit; draws the attention on the SGP's vital contribution to confidence building when attracting foreign investments; stresses the importance of the additionality of the EFSI financing since EFSI-funded projects must, under no circumstances simply replace investment already planned and that net investment must, on the contrary, be effectively increased as a result;
18. se dit favorable à toutes les mesures d'incitation proposées par la Commission pour le financement du nouveau Fonds européen pour les investissements stratégiques (FEIS), notamment celle consistant à déclarer les contributions nationales au Fonds neutres sur le plan budgétaire dans le cadre de la réalisation de l'objectif budgétaire à moyen terme et des efforts d'ajustement budgétaire requis, sans toutefois prévoir de modifications dans les volets préventif et correctif du pacte de stabilité et de croissance; note l'intention de la Commission de s'abstenir de lancer une procédure concernant les déficits excessifs si le déficit d'un État membre excède légèrement et provisoirement la limite de 3 % fixée pour le déficit du seul fait de la contribution supplémentaire au FEIS; attire l'attention sur la contribution vitale du pacte de stabilité et de croissance à l'établissement de la confiance pour attirer les investissements étrangers; souligne l'importance de l'additionnalité du financement du FEIS étant donné que les projets financés par le FEIS ne peuvent en aucun cas se substituer purement et simplement aux investissements déjà planifiés mais doivent, au contraire, entraîner une augmentation réelle de l'investissement net;

Further decisions include the confirmation of the projects pre-financed by the EIB which will receive the backing of the EFSI guarantee; appointment of the members of EFSI's Steering Board; and final arrangements to launch the European Investment Advisory Hub (EIAH), the European Investment Project Portal (EIPP) and the Scoreboard of indicators for the evaluation of projects.
D'autres décisions ont été prises, notamment la confirmation des projets préfinancés par la BEI qui bénéficieront de la garantie de l'EFSI, la nomination des membres du comité de pilotage de l'EFSI et les dernières dispositions nécessaires à la création de la plateforme européenne de conseil en investissement (EIAH), du Portail européen de projets d'investissement (EIPP) et du tableau de bord d'indicateurs destiné à l'évaluation des projets.
