IN-CONTEXT TRANSLATIONS

In order to avoid having to use interpretative standards, the EESC suggests that it be specified that the Commission is drawing up a delegated act on the acquisition of basic skills by operators and animal professionals.

The EESC has reservations about the Commission's power to adopt delegated acts and implementing acts under the Lisbon Treaty.

9. Welcomes the fact that changes were made at the EESC Bureau meeting of 21 February 2012 with regard to confirmation of attendance, and reimbursement for taking part in video conferences , in compliance with the guidance of Parliament (stricter documentary evidence in order to justify entitlement to the allowance referred to in Article 12 of the Decision of the Bureau of the European Economic and Social Committee of 21 February 2012 on the reimbursement of expenses incurred and the allowances received by the Committee members and consultative commission delegates, as well as their respective alternates, and deletion of the point relating to videoconferencing); looks forward to the results of the negotiations between the EESC and the Council with a view to reaching a definitive and satisfactory solution to all these issues, in respect of which the decision depends on the Council;
9. se félicite que lors de la réunion du Bureau du CESE du 21 février 2012, des modifications aient été introduites concernant l'attestation de présence et le remboursement pour la participation aux vidéoconférences conformément aux indications du Parlement (renforcement des garanties de justification de l'indemnisation visée à l'article 12 de la décision du Bureau du CESE du 21 février 2012 régissant la compensation des frais encourus et les indemnités perçues par les membres du Comité et les délégués des commissions consultatives ainsi que leurs suppléants respectifs et suppression du point relatif aux vidéoconférences); attend avec impatience les résultats des négociations entre le CESE et le Conseil pour arriver à une solution définitive et satisfaisante pour toutes ces questions, pour lesquelles la décision dépend du Conseil;

1.14 The EESC believes that too many crucial aspects of the legislative instrument and of the functioning of the system are left to future implementing or delegated acts, which go way beyond the limits laid down in Article 290 of the Treaty, with consequences in terms of the instrument's legal security and certainty.
1.14 Le CESE considère que trop d'aspects essentiels de l'instrument juridique et du fonctionnement du système sont remis à de futurs actes d'exécution ou actes délégués, dans une mesure qui dépasse largement les limites établies à l'article 290 du traité et estime que cela a des conséquences sur la sécurité et la certitude juridiques du dispositif.

In some of the proposal's provisions (Article 6(5) and Article 7(4) and (5)), crucial aspects of the legislative instrument and of the functioning of the system are left to future implementing or delegated acts, which the EESC believes go way beyond the limits laid down in Article 290 of the Treaty and stipulated in the Commission Communication on the Implementation of Article 290 of the Treaty on the Functioning of the European Union (COM(2009) 673 final of 9.12.2009), with consequences in terms of the instrument's legal security and certainty.

Welcomes the progress made in transferring the ECSC Consultative Committee's acquired knowledge to the European Economic and Social Committee (EESC) and, in particular, the fact that the EESC'S new Consultative Commission on Industrial Change (CCIC), which comprises members of the ESC and delegates from the professional organisations representing the coal and steel sector and related sectors, was established on 24 October 2002 and held its inaugural meeting on 28 November 2002; invites the CCIC to publish the findings of its deliberations on a regular basis in the official languages;
