Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Notes that the EU should have capacity to adjust and reform its internal governance structures in order to ensure a decision-making process able to reflect its plurality and create consensus; stresses the importance that a coherent foreign policy approach at EU level towards the BRICS and other emerging countries be reflected in the functioning of the EEAS; believes that the EEAS should review and strengthen strategic partnerships with individual BRICS countries, in close consultation with Parliament, exploiting their specificities and the potential for synergies and cooperation with the EU; urges the EEAS to devise horizontal and vertical coordination mechanisms that will enable EU foreign policy to benefit from EU institutional synergies and from the density and depth of Member States' bilateral ties with strategic partners, including the BRICS and other emerging powers; takes the view that, with regard to the BRICS, in addition to its organisation along geographical and thematic lines, the EEAS should establish an ad hoc coordinating mechanism to ensure that all individual policies towards the BRICS are compatible from a systemic point of view and that the policy lines adopted are reflected in the EU dialogue with emerged powers such as the USA, Canada and Japan; believes that the EU delegations in BRICS countries and other relevant emerging powers should liaise more closely with one another in order to ensure continuous monitoring and analysis on relations amongst the BRICS and relevant cross-sensitivities, thus enabling a more systemic approach; takes the view in this regard that EU Delegations in BRICS countries should analyse the positions of BRICS countries on governance and global challenges and on relations with other BRICS countries; believes that the EU should direct renewed efforts and resources to leading the reform process of a global system of governance and of international organisations with a view to ensuring a more inclusive consensus- ...

Switzerland participated in the negotiations leading to the conclusion of the EEA agreement. However, the country's participation in the agreement was contested in a popular vote in 1992. Relations between Switzerland and the EU have been further arranged basing on a number of bilateral agreements with the EC and its MS.

The EEA, which contains issues relating to the first pillar, would give businesses in the applicant countries access to the Internal Market and youth and science the right to engage in exchange programmes, but, on the other hand, would not yet oblige the EU to extend their agricultural aid schemes to these countries. Thus, the EEA Agreement could act as a positive stimulus mainly to the economies of the applicant countries – they need growth to make their societies fit for accession – but also to the EU economy, as through economic growth we can reckon to cover as much as two thirds of the costs of enlargement, perhaps even more with the EEA model in place.
De ce fait le traité de l'EEE permettrait de donner une impulsion positive avant tout à l'économie des pays candidats - elles ont bien besoin de la croissance pour amener les sociétés respectives à remplir les conditions d'adhésion -, mais aussi à l'économie globale de l'UE, alors que, selon les estimations, la croissance économique devrait couvrir jusqu'à deux tiers des frais de l'élargissement ; peut-être même plus avec le modèle EEE.
