4. Stresses that the Lisbon Treaty opens the way to incorporate the European Development Fund (EDF) in the General Budget of the European Union, without the need for a revision of the Lisbon Treaty; strongly believes that the democratic scrutiny of the EDF, until the budgetisation of the EDF becomes reality, needs a more thorough approach by the national parliaments of the Member States; calls on the Council and Commission to include the EDF in the General Budget of the European Union at the 2009 Mid-term Review, as this will bring transparency and democratic legitimacy to an important part of the EU's development policy and budget;
4. souligne que le traité de Lisbonne ouvre la voie à l'inscription du Fonds européen de développement (FED) au budget général de l'Union européenne, sans qu'il soit nécessaire de réviser ledit traité; est fermement convaincu que le contrôle démocratique du FED, jusqu'à la budgétisation effective de ce dernier, nécessite une approche plus approfondie de la part des parlements nationaux des États membres; demande au Conseil et à la Commission d'inscrire le FED au budget général de l'Union européenne lors de l'évaluation à mi-parcours de 2009, car cette mesure apportera transparence et légitimité démocratique à un volet essentiel de la politique de développement et au budget de l'UE;

10. Insists that the action plan for a wider neighbourhood should be granted a specific financial allocation for transnational and crossborder cooperation, and that the long-expected coordination between the actions funded by the European Regional Development Fund in support of the outermost regions and their counterparts funded by the European Development Fund (EDF) in support of neighbouring ACP countries or overseas possessions and territories at last become a reality, whether or not budgetisation of the EDF takes place;
10. insiste pour que le plan d'action pour le grand voisinage dispose d'une enveloppe spécifique destinée à la coopération transnationale et transfrontalière, et pour que la coordination tant attendue entre les interventions financées par le FEDER à destination des régions ultrapériphériques, et celles relevant du FED à destination des voisins ACP ou PTOM, soit enfin effective, avec ou sans la budgétisation du FED;

Of the conclusions of our resolution, there are one or two I would like to highlight: the first is Parliament’s request – which is being repeated once again – that the European Development Fund (EDF) should be included within the European Union’s ordinary budgets so that it becomes more transparent and subject to Parliament’s control; the second is, in reality, our congratulations to the Commission – and more specifically the people responsible for our actions, both in development cooperation and in humanitarian aid.
Je voudrais souligner deux des conclusions de notre résolution: la première est - encore une fois - la revendication du Parlement que le Fonds européen de développement (FED) fasse partie des budgets ordinaires de l’Union européenne aux fins d’une plus grande transparence et d’un plus grand contrôle parlementaire; la seconde consiste en réalité à féliciter la Commission - et plus particulièrement les responsables de nos actions, tant dans le domaine de la coopération au développement que de l’aide humanitaire.
