When you have CIDA saying no to something like Three Gorges based on environmental and human rights criteria, you have the U.S. Ex-Im Bank not getting involved with Three Gorges based on the same criteria, the World Bank won't touch it, and Canada is trying to create a linkage between human rights and environmental criteria and foreign policy and we're in there with EDC for $172 million, that's the type of inconsistency that undermines what I believe to be your very good intentions in your position.
Lorsque l'ACDI refuse de participer à un projet comme celui de Three Gorges, pour des raisons ayant trait à l'environnement et aux droits de la personne, que la Banque américaine Ex-Im n'y participe pas pour les mêmes raisons, que la Banque mondiale ne veut rien savoir, et que le Canada essaie d'établir un lien entre les droits de la personne, les critères environnementaux et sa politique étrangère, et qu'ensuite la SEE s'engage pour 172 millions de dollars, voilà une contradiction qui porte tort, selon moi, à vos bonnes intentions.
