IN-CONTEXT TRANSLATIONS

In accordance with Article 276 (3) of the EC Treaty and Article 89 (8) of the Financial Regulation and as in previous years, the purpose of the Commission's Follow-up Report is to set out the measures it has taken in respect of observations accompanying the Recommendation on Discharge for the general budget and the ECSC operating budget.

While welcoming the broadly positive assessment by the Court of Auditors of the Commission's management of the ECSC budget in the financial year 1999, as well as the Commission's undertaking on the provision of information concerning the average rate of yield on liquid assets in the ECSC's annual report from the financial year 2000 onwards, stresses the necessity for the Commission to ensure maximum transparency in the disclosure of data affecting the value of the ECSC's assets, particularly in the approach to the expiry of the ECSC Treaty and the creation of the Research Fund for Coal and Steel.
18. tout en se félicitant de l'évaluation globalement positive de la Cour des comptes européenne s'agissant de la gestion du budget de la CECA par la Commission pour l'exercice 1999, ainsi que de l'engagement pris par la Commission à publier dans le rapport annuel de la CECA, à partir de l'exercice 2000, des informations relatives au taux de rendement moyen obtenu sur les fonds gérés en trésorerie, souligne toutefois que la Commission doit faire preuve de la plus grande transparence en ce qui concerne la publication d'informations relatives à la valeur du patrimoine de la CECA, notamment dans la perspective de l'expiration du traité CECA et de la création du Fonds de recherche du charbon et de l'acier.

Calculation of the twelfths for January of each financial year shall be based on the amounts provided for in the draft budget, with the exception of the amounts for financing the EAGGF monetary reserve, referred to in Article 78(3) of the ECSC Treaty, Article 272(3) of the EC Treaty and Article 177(3) of the EAEC Treaty and converted into national currencies at the rates of exchange of the first day of quotation following 15 December of the calendar year preceding the budget year; the adjustment shall be made with the entry for the following month.

For the appropriations for the budgetary year 2003, the procedure for transferring appropriations in the Commission section of the budget shall be governed by Article 26(3) and (4) of the Financial Regulation of 21 December 1977, as last amended by Council Regulation (EC, ECSC, Euratom) No 762/2001.

5. Any commitment appropriations released from the budgetary year 2002 may, without prejudice to Article 157, be made available again under the conditions laid down by Article 7(6) of the Financial Regulation of 21 December 1977, as last amended by Regulation (EC, ECSC, Euratom) No 762/2001.

The Structural Funds already play an important role in accompanying restructuring in the coal and steel sectors. In recent years, they have been increasingly coordinated with the ECSC financial instruments. The disappearance of those instruments will, therefore, have an adverse impact on the effects of regional aid.
