Lastly, in regard to labour market flexibility, to what extent should we be looking at labour market policies—everything from minimum wage to employment insurance policies, etc.—that may create disincentives in the economy for what would be productivity enhancement behaviours individually or collectively, whether it's by our corporate communities or individual Canadians?

It is clear that any enforcement, awareness and/or control mechanisms for contraband tobacco requires the continued cooperation and partnership between federal, provincial and territorial governments, first nations governments, the law enforcement community and industry stakeholders. The European Parliament, which has long called for an increased convergence of national supervisory practices and improvement of existing crisis management arrangements in the EU, therefore welcomes both ECOFIN Council Conclusions, and shares the view that a consistency between the evolution of going concern supervisory arrangements, both at national and cross-border levels, and that of crisis management/ financial stability arrangements is needed. Having regard to the two ECOFIN Council Conclusions, and to the still-unfolding financial crisis whose speed and pace has taken by surprise many market participants and supervisors, having regard to the threats the crisis still poses to the EU financial markets and to its spill-over into the EU economy, what does the Presidency consider as appropriate steps to be undertaken in this area in order to better respond to the challenges of globally integrated markets and to preserve the soundness and stability of the EU financial markets?

The main focus of the Green Paper on the Common Fisheries Policy is the sustainability of fish stocks. However, how does the Commission respond to the criticism that its Green Paper does not adequately take into account the essential nature of the sustainability of fishing communities, the fact that the fishing industry provides jobs which sustain the social structures of less advantaged areas and that by helping the fisheries sector it supports the livelihood of people, families and local economies and, in this regard, what additional measures will it now put forward to support coastal communities throughout the EU?
