In response to the difficult economic situation, which all Canadians and certainly most of the world is aware of, this government presented Canada's economic action plan, which has kept Canada busy and kept people working.

1. A Member State requesting or receiving financial assistance from one or several other States, the IMF, the EFSF, the EFSM or the ESM shall prepare in agreement with the Commission - acting in liaison with the ECB and, where appropriate, with the IMF - a draft macroeconomic adjustment programme which shall build on and substitute any economic partnership programmes under Regulation (EU) No ./2012 [on common provisions for monitoring and assessing draft budgetary plans and ensuring the correction of excessive deficit of the Member States in the euro area], which shall also include annual budgetary target. The draft macroeconomic adjustment programme shall addresses the specific risks emanating from that Member State for the financial stability of the euro area and shall aim at rapidly re-establishing a sound and sustainable economic and financial situation and restoring its capacity to finance itself fully on the financial markets. The draft macroeconomic adjustment programme shall be based on the assessment of the sustainability of the government debt and shall take due account of the recommendations addressed to the Member State concerned under Articles 121, 126, 136 and/or 148 TFEU - and its actions to comply with them - while aiming at broadening, strengthening and deepening the required policy measures. The draft macroeconomic adjustment programme shall respect the practices and institutions for wage formation and industrial relations in the Union and shall, where possible, take into account the national reform programme of the Member State concerned in the context of the Union strategy for growth and jobs. The draft macroeconomic adjustment programme shall fully observe Article 151 TFEU and Article 28 of the Charter of Fundamental Rights of the European Union.

Un État membre qui demande une assistance financière d'un ou plusieurs autres États, du FMI, du FESF, du MEFS ou du MES ou qui en bénéficie prépare en accord avec la Commission – agissant en liaison avec la BCE et, le cas échéant, le FMI –, un projet de programme d'ajustement macroéconomique basé sur les éventuels programmes de partenariat économique et remplaçant ces programmes en vertu du règlement (UE n° ./2012 [établissant des dispositions communes pour le suivi et l'évaluation des projets de plans budgétaires et pour la correction des déficits excessifs dans les États membres de la zone euro], qui comporte également un objectif budgétaire . Le projet de programme d'ajustement macroéconomique remédie aux risques spécifiques que l'État membre en question fait peser sur la stabilité de la zone euro et vise à rétablir rapidement une situation économique et financière saine et durable ainsi que sa capacité à se financer intégralement sur les marchés financiers. We need such a strategy in order to reinforce each other’s efforts, and we really need a political dialogue; we need a roadmap for Belarus which is very concrete, not just general recommendations but an action plan – a roadmap – which Belarus should adhere to. This is the way to continue and it is not enough to do it only under the economic cooperation and the Eastern Partnership.
Nous avons besoin d'une telle stratégie pour renforcer nos efforts respectifs et nous avons réellement besoin d'un dialogue politique. Il faut pour le Belarus une feuille de route très concrète - pas seulement des recommandations générales mais un plan d'action - à laquelle devrait adhérer le Belarus. C'est de cette manière qu'il faut continuer et il n'est pas suffisant de le faire uniquement dans le cadre de la coopération économique et du partenariat oriental.

On the other hand, I felt completely at home as regards the way in which such a budget is prepared in the Netherlands. It is based on sound analyses and prognoses issued by what we still term the Central Planning Bureau, and broad, medium-term recommendations by the Socio-Economic Council in which independent experts, social partners and the Dutch Bank work in harmony.

I would like to thank Parliament and Mr von Wogau for your contribution and I hope that the final result of the broad economic guidelines will be what we all want: greater growth in Europe, greater sustained growth, and furthermore a form of growth that is achieved by means of a plan for the coordination of economic policies, which, of course, respects the capacity for national responsibility of each of us, in accordance with the Treaty.
