TRADUCTIONS EN CONTEXTE

Four main reasons can be highlighted: European and international economic integration; the development of new technologies, particularly in the information and communication areas; the demographic ageing of European societies, together with still relatively low average employment rates and high long-term unemployment, which put at risk the sustainability of social protection systems; and the development of segmented labour markets in many countries[2] where both relatively protected and unprotected workers coexist ("insiders" and "outsiders").
Quatre raisons principales peuvent être soulignées: l'intégration économique aux niveaux international et européen; le développement des nouvelles technologies, en particulier dans les domaines de l'information et de la communication; le vieillissement démographique des sociétés européennes, combiné à des taux d'emploi moyens encore relativement faibles et à un chômage de longue durée élevé, qui menacent la viabilité des systèmes de protection sociale; ainsi qu'une segmentation progressive des marchés du travail dans de nombreux pays[2], où se côtoient des travailleurs relativement bien protégés et des travailleurs dépourvus de toute protection (les travailleurs en place et les exclus).

3. Considers that, in particular for those partner countries experiencing an economic crisis, the objective of the DCFTAs, above all, must be to bring tangible and sustainable improvements to the living conditions of ordinary people; highlights that the DCFTA implementation, coupled with the dire economic situation, will significantly challenge the Ukrainian economy and labour market with social consequences that must not be neglected; underlines that the setting up of bilateral DCFTAs with Ukraine, Georgia and Moldova is a crucial tool for modern, transparent and predictable trade, regulatory approximation and gradual economic integration of the partners in the EU internal market, as well as for foreign direct investments leading to job creation and long-term growth and with the ultimate goal of the creation of a wider economic area based on WTO rules and the respect for sovereign choices;
3. estime que, en particulier pour les pays partenaires qui connaissent une crise économique, l’objectif des zones de libre-échange approfondi et complet doit être avant tout d'apporter des améliorations tangibles et durables aux conditions de vie des citoyens ordinaires; fait valoir que la mise en œuvre de la zone de libre-échange approfondi et complet, conjuguée à la situation économique difficile, constituera un défi considérable pour l’économie et le marché du travail de l’Ukraine, dont les conséquences sociales ne doivent pas être négligées; souligne que la mise en place de zones de libre-échange approfondi et complet bilatérales avec l’Ukraine, la Géorgie et la Moldavie est un outil essentiel pour un commerce moderne, transparent et prévisible, un rapprochement des réglementations et une intégration économique progressive des partenaires dans le marché intérieur de l’UE, ainsi que pour des investissements étrangers directs conduisant à la création d’emploi et à la croissance à long terme, avec l’objectif ultime de la création d’un vaste espace économique fondé sur les règles de l’OMC et le respect des choix souverains;

Underlines the fact that the main objectives of the DCFTAs are, on a micro-scale, to make tangible and sustainable improvements to the living conditions of ordinary citizens by ensuring stability, creating opportunities for SMEs and generating jobs; highlights the fact that the implementation of the DCFTA, coupled with the dire economic situation, could have an impact on the Ukrainian economy and labour market, with social consequences that must not be neglected; stresses that the setting-up of bilateral DCFTAs with Ukraine, Georgia and Moldova is a crucial tool for modern, transparent and predictable trade, regulatory approximation and gradual economic integration of the partners into the EU internal market, as well as for foreign direct investments leading to job creation and long‑term growth, and with the ultimate goal of creating a wider economic area based on World Trade Organisation (WTO) rules and respect for sovereign choices;

In 2014 the European Resource Efficiency Platform (EREP) also highlighted the need to develop a broad strategy for greening jobs, skills and education, and called upon the EU to integrate sustainability objectives, identify labour market instruments to accompany the transition, mobilise EU funding, support exchange of good practice, promote awareness raising and engagement, and ensure follow up in the European Semester of economic policy coordination[10].

This Community Action should also contribute to a better information policy in border regions, highlighting new opportunities for cross-border co-operation and economic integration with the candidate countries.
