While acknowledging that a system which clearly allocates responsibility for the examination of an asylum claim is necessary in order to avoid the phenomenon of 'asylum shopping', the Commission is committed to evaluating the application of the Dublin Regulation at regular intervals and, once the second phase of the CEAS is in place, of the principles on which it is based.
