Paragraph 5 would therefore read as follows: “Welcomes the political agreement on the consensus for transition in the DRC signed on 19 April 2002 by the Government of the DRC, the MLC of Jean Pierre Bemba, the RDC-ML, the RDC-N and other delegates of the unarmed opposition and civil society; regrets that the opposition parties (UDPS, FONUS, PALU and MNCL), and other parties and platforms representing civil society have not signed the Agreement of 19 April and supports the efforts of the special representative of the European Union to move forward the Alliance for the Protection of the Inter-Congolese dialogue, which includes the RCD-Goma and five unarmed opposition parties to this agreement”.

The proposal to finance three delegates per state, one of whom would represent the opposition (put forward by Miguel Angel Martínez Martínez in his 2000 report) is undoubtedly the most promising avenue to explore.

With regard to the Democratic Republic of Congo (DRC), the President also informed the Council of its proposal to hold a meeting in Brussels in January 2002 with the unarmed political opposition and representatives of civil society in the DRC in order to support the rapprochement between the conflicting parties in that country.
En ce qui concerne la République démocratique du Congo (RDC), le Président a informé le Conseil également de sa proposition de réunir à Bruxelles en janvier l'opposition politique non armée et des représentants de la société civile de la RDC pour soutenir le rapprochement entre les parties en conflit dans ce pays.
