A wide political support was given to these new guiding principles during a ministerial conference held in Paris in February 2007 where 59 countries (including Chad, Colombia, DRC, Nepal, Sudan, Sri Lanka and Uganda, in all of which children are used as soldiers) adopted the "Paris commitments", 20 commitments aimed at ending the phenomena, protecting children, fighting against impunity, welcoming the updating of the Cape Town Principles and committing themselves to following the Paris Principles.

Welcomes the Congolese authorities’ efforts to implement the legislation which forbids trading in and processing of minerals in areas where there is illegal exploitation of minerals, such as those controlled by armed groups; calls on the Congolese authorities to reinforce the implementation of the legislation and enable more thorough scrutiny regarding mining deals and the misuse of mining revenues; calls for the EU to support the DRC’s efforts in this regard through its development cooperation policies; welcomes the recently agreed European understanding concerning mandatory due diligence checks on suppliers of conflict minerals as a first step to addressing European businesses’ responsibilities in this matter, and urges the EU to translate this understanding into ambitious legislation to be adopted swiftly.

Calls on the Council and the Commission to make every effort to find a political solution, which is the only way to put an end to the conflicts in the DRC; welcomes, in this regard, the initiative taken by Commissioner Michel to organise a meeting of the President of the DRC and the President of the Republic of Rwanda in Nairobi; calls on the Commission to engage with the authorities of the DRC with a view to implementing the agreement regarding the return of FDLR fighters to Rwanda; urges the authorities of the DRC and the Republic of Rwanda to step up their cooperation in order to implement the commitments agreed on in Nairobi, and to give priority to dialogue and consultation with a view to helping to bring about lasting peace in the east of the DRC and stability in the region;

Canada welcomes the DRC's ratification of the Pact and strongly encourages DRC officials to translate without delay these protocols into domestic legislation as they will contribute to improving the situation of the Congolese population.

Welcomes the opening on 26 January 2009 of the first ever trial at the ICC, against Thomas Lubanga of the Democratic Republic of Congo (DRC), and notes that it represents the first trial in the history of international criminal law to see the active participation of victims in the proceedings; in that context, urges the ICC to intensify its outreach efforts with a view to engaging communities in countries in crisis situations in a process of constructive interaction with the ICC, designed to promote understanding and support for its mandate, to manage expectations and to enable those communities to follow and understand the international criminal justice process; welcomes the cooperation of the DRC in the transfer of Thomas Lubanga, Germain Katanga and Mathieu Ngudjolo to the ICC; however, deplores the fact that the ICC warrant for the arrest of Bosco Ntaganda has not yet been executed, and calls on the upcoming meetings of the General Affairs and External Relations Council to demand the immediate arrest and surrender of Bosco Ntaganda to the ICC; notes with concern that the already volatile situation in the DRC has recently been further destabilised by new attacks by the Lord’s Resistance Army (LRA), which brutally massacred at least 620 civilians and abducted more than 160 children between 24 December 2008 and 13 January 2009 in northern DRC; therefore emphasises the need to arrest LRA commanders as a matter of urgency, as demanded in Parliament’s resolution of 21 October 2008 on the indictment and bringing to trial of Joseph Kony at the International Criminal Court; notes with concern that the ICC warrants for the arrest of four members of the Lord’s Resistance Army in Uganda have still not been executed;

I welcome this important step in combatting impunity and congratulate the DRC for the prosecution of Jean Pierre Biyoyo, a former forces commander, as the first national level prosecution for recruitment of child soldiers.
