Question No. 446 Mr. Scott Andrews: With regard to the Department of International Trade's Comprehensive Economic Trade Agreement (CETA) between Canada and the European Union and the subsequent creation of a Federal-Provincial fund of $400 million to support industry enhancements in Newfoundland and Labrador (NL): (a) what are the terms, in draft or complete, of any agreement between the government and the government of NL pertaining to this fund, including but not limited to, management provisions, project parameters, annual funding levels and potential project approval process; (b) how will this funding be used to play a key role in assuring the success of seafood harvesters and processors in NL; (c) what details of this agreement was completed on or before October 29, 2013; and (d) who were the negotiating representatives participating from the government and the government of NL pertaining to this funding arrangement?

Before entering into the Canada-Panama free trade agreement, the Conservative government absolutely must sign a tax information exchange agreement with Panama and this agreement must not allow subsidiaries located in the targeted jurisdictions to be tax exempt. Obviously, it is important that this agreement be concluded, negotiated, drafted and signed before finalizing the free trade agreement.

Based on the above submission, the Citizen's Council on Corporate Issues requests that the standing committee instruct the ministers of foreign affairs and international trade to implement the following recommendations prior to any future consultations respecting international trade: One, adopt and advocate a more comprehensive and sophisticated definition of trade; two, expand existing business advisory groups on the various aspects of international trade agreements to include representatives of citizens' groups and non-governmental organizations, rather than creating parallel civil society advisory groups; three, insist that citizens be given equal or greater access than corporations to government in the drafting of international trade agreements; and, four, insist that the WTO similarly provide equal or greater status under international trade agreements and dispute resolution mechanisms to citizens and non-governmental organizations than is currently provided to corporations.
