My vote needs therefore to be interpreted in the light of the fact that the annual draft budget involves something of a shift forward, not that I uncritically support the total content.

Draws attention to the fact that the rule stipulating that the Commission may no longer amend its draft budget once the Conciliation Committee has been convened will preclude the use of the traditional autumn letter of amendment to take account of the updated forecasts for agricultural policy and their budgetary implications; takes the view that, if these circumstances arise, the most appropriate procedure would involve the submission by the Commission – if necessary – of a specific draft amending budget (an "agricultural AB") once all the agricultural data have been finalised;

Supports letter of amendment No 1/2008 to the preliminary draft budget (PDB) 2008 adopted by the Commission on 17 September 2007 and in particular the increases in commitment appropriations proposed for Kosovo (EUR 120 million) and Palestine (EUR 142 million) totalling EUR 262 million over the PDB figures; agrees, in the context of the 23 November conciliation, to appropriations of EUR 285 million for CFSP in the 2008 budget, notably in light of the forthcoming needs in Kosovo; demands that the Commission keeps the Parliament fully involved and informed in the implementation; supports letter of amendment No 2/2008 in its entirety, as part of the outcome of the 23 November conciliation;
4. approuve la lettre rectificative à l'avant-projet de budget 2008 adoptée par la Commission le 17 septembre 2007, et en particulier les augmentations de crédits d'engagement proposées pour le Kosovo (120 millions d'euros) et la Palestine (142 millions d'euros), représentant un total de 262 millions d'euros par rapport aux chiffres de l'APB; marque son accord, dans le contexte de la concertation du 23 novembre, sur des crédits s'élevant à 285 millions d'euros pour la politique étrangère et de sécurité commune (PESC) dans le budget 2008, notamment compte tenu des besoins qui vont se faire sentir au Kosovo; demande à ce que la Commission le tienne pleinement informé et engagé durant l'exécution; approuve la lettre rectificative n° 2/2008 dans sa totalité, dans le cadre du résultat de la concertation du 23 novembre;

On the basis of this draft budget and in the light of the Commission's programming for the Community programmes in the management of which the executive agency is involved, the Commission shall propose, as part of the annual budget procedure, the annual subsidy to the executive agency's operating budget.
