Naturally, without the Reform Treaty, some important key points of future-oriented common policy are not yet in place but, even without the Treaty, there is much that contributes to the need to rework the Preliminary Draft Budget: compelling and conspicuous deficits, particularly in foreign and security policy, and the EU as a Global Player under heading 4; and the results expected from the G8 Summit and the conclusions of the European Council on 19-20 June also have to be taken into account.
Il est clair qu'en l'absence de traité de réforme, certains points clés importants de la politique commune axée sur l'avenir ne peuvent pas encore être en place mais, même sans traité, de nombreux éléments viennent conforter la nécessité de retravailler l'APB: des déficits incontestables et flagrants, en particulier au niveau de la politique étrangère et de sécurité et de l'UE en tant qu'acteur mondial sous la rubrique 4. En outre, les résultats attendus du sommet du G8 et les conclusions du Conseil européen des 19 et 20 juin doivent également être pris en compte.
