Il aurait plutôt dû consulter des experts, oser consulter la Chambre, même en situation de gouvernement minoritaire, et s'en remettre au Comité de l'immigration et de la citoyenneté ainsi qu'au Comité de la sécurité publique et nationale afin de nous permettre d'entendre experts et témoins. Puis, de façon prudente et réfléchie, en se fondant sur des faits et des renseignements véridiques, il aurait pu rédiger un projet de loi véritablement porteur de solutions.
