(12) In order to establish coherent rules to ensure the technical implementation of the second commitment period of the Kyoto Protocol in the Union, including the transition from the first to the second commitment period, to enable the effective operation of the joint fulfilment of the commitments of the Union, its Member States and Iceland for the second commitment period , and to ensure its alignment with the operation of the EU ETS and Decision No 406/2009/EC, the power to adopt delegated acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission, from the date of conclusion by the Union of the Doha Amendment to the end of the additional period for fulfilling commitments under the second commitment period of the Kyoto Protocol.
(12) Afin d'établir des règles cohérentes pour assurer la mise en œuvre technique de la deuxième période d'engagement du protocole de Kyoto dans l'Union, y compris la transition de la première période d'engagement vers la deuxième, permettre le fonctionnement effectif de l'exécution conjointe des engagements de l'Union, de ses États membres et de l'Islande pour la deuxième période d'engagement et garantir sa mise en adéquation avec le fonctionnement du SEQE-UE et de la décision n° 406/2009/CE, il convient de déléguer à la Commission le pouvoir d'adopter des actes délégués conformément à l'article 290 du Traité sur le Fonctionnement de l'Union européenne, à compter de la date de la conclusion de l'amendement de Doha par l'Union jusqu'à la fin de la période supplémentaire prévue pour l'exécution des engagements au titre de la deuxième période d'engagement du protocole de Kyoto.
