Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. ANNEX DRAFT CODE OF CONDUCT CONCERNING PUBLIC ACCESS TO COUNCIL AND COMMISSION DOCUMENTS The Council and the Commission, HAVING REGARD to the Declaration on the Right of Access to Information annexed to the Final Act of the Treaty on European Union, which emphasizes that transparency of the decision-making process strengthens the democratic nature of the Institutions and the public's confidence in the administration, HAVING REGARD to the conclusions wherein the European Councils in Birmingham and Edinburgh agreed on a number of principles to promote a Community closer to its citizens, HAVING REGARD to the conclusions of the European Council in Copenhagen, reaffirming the principle of giving citizens the greatest possible access to information and calling on the Council and the Commission to adopt at an early date the necessary measures for putting this principle into practice, CONSIDERING it desirable to establish by common agreement the principles which will govern access to Commission and Council documents, it being understood that it is for each of them to implement these principles by means of specific regulations, WHEREAS the said principles are without prejudice to the relevant provisions on access to files directly concerning persons with a specific interest in them, WHEREAS these principles will have to be implemented in full compliance with the provisions concerning classified information, WHEREAS this code of conduct is an additional element in their information and communication policy, HAVE AGREED AS FOLLOWS: General principle The public will have the widest possible access to documents held by the Commission and the Council".
ANNEXE CODE DE CONDUITE CONCERNANT L'ACCÈS DU PUBLIC AUX DOCUMENTS DU CONSEIL ET DE LA COMMISSION Le Conseil et la Commission, VU la déclaration relative au droit d'accès à l'information annexée à l'Acte final du traité sur l'Union européenne, soulignant que la transparence du processus décisionnel renforce le caractère démocratique des institutions, ainsi que la confiance du public envers l'administration, VU les conclusions par lesquelles les Conseils européens de Birmingham et d'Edimbourg sont convenus d'un certain nombre de principes en vue de promouvoir une Communauté plus proche de ses citoyens, VU les conclusions du Conseil européen de Copenhague, réaffirmant le principe d'un accès aussi large que possible des citoyens à l'information et invitant le Conseil et la Commission à adopter rapidement les mesures nécessaires à traduire ce principe dans la réalité, ESTIMANT souhaitable de convenir d'un commun accord des principes qui régiront l'accès aux documents de la Commission et du Conseil, étant entendu qu'il incombera à chacune des deux institutions de mettre en oeuvre ces principes par des dispositions réglementaires spécifiques, CONSIDERANT que lesdits principes ne portent pas préjudice aux dispositions applicables à l'accès aux dossiers concernant directement des personnes y ayant un intérêt spécifique, CONSIDERANT que ces principes devront être mis en oeuvre dans le plein respect des dispositions relatives aux informations classifiées, CONSIDERANT que le présent code de conduite constitue un élément venant s'ajouter à leur politique d'information et de communication, CONVIENNENT DE CE QUI SUIT : Principe général Le public aura le plus large accès possible aux documents détenus par la Commission et le Conseil.
