J. whereas the opposition is boycotting the parliament formed following the elections; whereas the authorities have condemned the setting up by a section of the opposition of a ‘Legitimate National Assembly’ (ANL) in parallel to the national parliament following the disputed elections of February 2013; whereas the ANL is presided over by the head of the Union for National Salvation (USN) list of candidates for the Djibouti City constituency, Ismail Guedi Hared;

Calls on the Djibouti authorities to protect the political rights of opposition parties and independent human rights organisations, including full guarantees of press freedom, freedom of assembly and freedom of expression; emphasises the need for a meaningful dialogue between government and opposition, leading to an adaptation of the electoral law so as to allow for a fairer representation of existing political parties in the parliament; calls on the Djibouti authorities to allow the MRD opposition party to resume activity and to reinstate all leaders of the UDT/UGTD trade union dismissed for reasons linked to their work for the trade union;
20. appelle les autorités djiboutiennes à protéger les droits politiques des partis d'opposition et des organisations indépendantes de défense des droits de l'homme, ainsi qu'à garantir pleinement la liberté de la presse, de réunion et d'expression; souligne le besoin d'entamer un dialogue significatif entre le gouvernement et l'opposition en vue d'aboutir à une adaptation de la loi électorale de manière à permettre une représentation plus équitable, au parlement, des partis politiques existants; demande aux autorités djiboutiennes de permettre au parti d'opposition MRD de reprendre ses activités et de réintégrer dans leurs fonctions tous les dirigeants du syndicat UDT/UGTD licenciés pour des motifs liés à leurs activités syndicales;
