Regrets that the burden has not been shared among all who acted irresponsibly and that the protection of bondholders was seen as an EU necessity in the interests of financial stability; asks the Council to activate the framework it decided on the treatment of legacy assets so as to breakdown the vicious circle between sovereigns and the banks and alleviate the public debt burden in Ireland, Greece, Portugal and Cyprus; urges the Eurogroup to deliver on its commitment to examine the situation of the Irish financial sector with a view to further improving the sustainability of the adjustment in Ireland, and, having regard to all of the above, urges the Eurogroup to make good on the commitment to Ireland to deal with this bank debt burden; believes special consideration should be given to the application of the Stability and Growth Pact to relevant legacy debt, since the latter is perceived in Ireland as unfair and as burdening the country under the flexibility provisions of the reformed pact; considers that in the longer term the distribution of the costs should reflect distribution of the protected bondholders; takes note of the Irish authorities' demand for a transfer of a share of public debt corresponding to the cost of the bailout of the financial sector to the ESM;
74. déplore que la charge n'ait pas été partagée entre tous ceux qui ont agi de manière irresponsable et que la protection des détenteurs d'obligations ait été perçue comme une nécessité dans l'Union par souci de la stabilité financière; demande au Conseil d'activer le cadre convenu pour le traitement des actifs hérités du passé, afin de rompre le cercle vicieux liant les États et les banques et d'alléger le fardeau de la dette publique en Irlande, en Grèce, au Portugal et à Chypre; demande instamment à l'Eurogroupe de tenir son engagement d'examiner la situation du secteur financier irlandais afin d'améliorer la viabilité à long terme de l'ajustement en Irlande, et, au vu de toutes les considérations qui précèdent, prie instamment l'Eurogroupe de tenir l'engagement pris envers l'Irlande de s'attaquer au fardeau des dettes des banques; estime qu'il convient de s'interroger particulièrement sur l'application du pacte de stabilité et de croissance aux dettes historiques, qui sont perçues en Irlande comme injustes et pesant sur le pays au titre des dispositions du pacte réformé relatives à la flexibilité; estime que, à long terme, la répartition des coûts devrait refléter la répartition des détenteurs d'actions protégés; prend acte de la demande par les autorités irlandaises d'un transfert au MES de la part de la dette publique correspondant au coût du renflouement du secteur financier;

27. Highlights that under the new ESIF regulations for the period 2014-2020, Member States are obligated to concentrate ESIF resources on investments for a smart, sustainable and inclusive Europe; notes that the minimum share will be set out for regions to concentrate, depending on their level of economic development, at least 20 % of ERDF resources in investment in the energy transition, with much focus on smart grids, the production and distribution of energy derived from renewable sources, energy efficiency, energy savings, cogeneration of heat and energy, and low-carbon strategies, with particular emphasis on urban areas, as well as energy derived from smart grids at the distribution level; underlines the fact that public funding still plays a crucial role in stimulating private investment in smart grid research and development and demonstration projects; points out that the Cohesion Fund also allows for investment in this area; calls on the Member States to make best use of this new opportunity; points out, with regard to investments not covered by compulsory thematic concentration, that the ERDF may also be used to support the development of smart systems for the distribution, storage and transmission of energy and to integrate distributed energy generation from renewable resources;
27. souligne que, dans le cadre des nouveaux règlements relatifs aux fonds structurels et d'investissement européens pour la période 2014-2020, les États membres sont tenus de concentrer les ressources desdits fonds sur les investissements en faveur d'une Europe intelligente, durable et inclusive; observe que la part minimale que les régions doivent consacrer, en fonction de leur niveau de développement économique, aux investissements dans la transition énergétique, qui doit mettre l'accent sur les réseaux intelligents, la production et la distribution d'énergie produite à partir de sources renouvelables, l'efficacité énergétique, les économies d'énergie, la cogénération de chaleur et d'énergie, les stratégies à faible intensité en carbone avec une attention particulière pour les zones urbaines, ainsi que l'énergie issue de réseaux intelligents au niveau de la distribution, a été fixée à au moins 20 % des ressources du FEDER; insiste sur le fait que le financement public joue toujours un rôle crucial dans la stimulation des investissements privés en matière de recherche et de développement sur les réseaux intelligents et les projets de démonstration; fait observer que le fonds de cohésion permet également d'investir dans ce domaine; invite les États membres à tirer le meilleur parti de cette nouvelle possibilité; souligne que, dans le cadre des investissements ne faisant pas partie de la concentration thématique obligatoire, le FEDER peut également soutenir le développement des systèmes intelligents de distribution, de stockage et de transport d'énergie ainsi que l'intégration de la production décentralisée à partir de sources renouvelables;

Recalls that commercial exploitation of the exclusive rights of ‘communication to the public’ and ‘making available to the public’ is aimed at generating financial resources, in the event of commercial success, in order to finance the future production and distribution of projects, thus promoting the availability of a diversified and ongoing supply of new films;
