It needs to be refined because we have seen, in the brief time that discussion has been allowed on this, that there are different interests, all of which are absolutely legitimate, among the airlines, that there are companies waiting to replace others, where the first are unable to meet their commitments, that there are now distinct interests among airlines and airports, something that did not happen only a short time ago, and above all that there are the interests of passengers, most importantly those served by airports and airlines in the outermost regions, who would be at greater risk should the choice of retaining or abolishing slots depend solely on their profitability for the companies concerned.

Notes, in addition, the initiative of the President of Parliament aimed at strengthening the links between the Bureau and the Committee on Budgets, on the one hand, and the Bureau and the Committee on Budgetary Control, on the other, by creating a working group with the brief of consolidating those links in a lasting form; notes that this group will also take account of the new budget procedure arising from the Treaty of Lisbon; welcomes the fact of the first joint discussion, held on 14 January 2008 and the climate of trust and cooperation between the bodies concerned established by this discussion; expects these deliberations to be continued and awaits their conclusions;

Apart from the eight subjects discussed, African Ministers briefed their European counterparts on the transformation taking place in Africa.

There are grounds for referring to the conclusions of the Helsinki European Council in this respect. Conclusion 1. 19 states that: “The Presidency will take the necessary steps to ensure that candidate States are regularly briefed within existing fora on the progress of discussions and have the opportunity to put their points of view on matters under discussion”.
