I say this because – and I am finishing up now – what is evidently the most frustrating thing of all to some extent, which discredits or at any rate weakens the moral duty to intervene and the very concept or application of the concept of the responsibility to protect, is that, beyond the declarations of principle we are all led to make, because this is the way we feel, this is our culture, this is our view of democracy and human rights and so on, there are means available to us, or means we are politically capable of implementing.
Parce que – et je terminerai par là - ce qui est évidemment le plus frustrant d'une certaine manière, ce qui discrédite, ou en tout cas affaiblit, dirais-je, le devoir moral d'ingérence, le concept même, la mise en application du concept du devoir de protéger, c'est qu'au-delà des déclarations de principe que nous sommes tous amenés à faire parce qu'elles correspondent évidemment à notre sentiment, elles correspondent à notre culture, elles correspondent à notre sens démocratique et des droits de l'homme, etc. – il y a les moyens dont nous disposons ou les moyens que nous sommes capables politiquement de mettre en œuvre.
