(EN) As the honourable Member pointed out, in November 2009 the Commission decided to refer Bulgaria to the European Court of Justice for the failure to establish an integrated and adequate network of waste disposal installations as required by the Waste Framework Directive and in April 2010 Bulgaria submitted to the Commission a major project application ‘Integrated System of Municipal Waste Treatment Facilities for Sofia Municipality’.

Larry Bagnell: In the matter of global warming, the thawing of the northern permafrost, and damage to infrastructure: (a) has the government conducted any studies to ascertain the level of potential damage to all government infrastructure in the Territories of Yukon, Northwest and Nunavut; (b) what is the cost associated with this damage to replace, reconstruct, or stabilize this infrastructure; (c) what is the time frame in regard to making these repairs or replacing damaged infrastructure; (d) have municipal and territorial partners been advised of the level of damage as a result of thawing permafrost; (e) have residents of the North been advised of potential hazards resulting from global warming; (f) what are the monetary costs associated with the said study; (g) when was the study conducted and by whom; (h) how is the government monitoring northern infrastructure deterioration from global warming; (i) how frequently is the infrastructure being inspected; (j) is any of the economic stimulus money earmarked for the three territories being directed to repairs or new construction of infrastructure damaged or weakened by thawing permafrost, and, if so how much; (k) what are the names of the projects, the associated costs, the location of the projects and the projected completion dates for all projects funded by earmarked money as specified in (j); and (l) given that the MacKenzie Valley pipeline is a major infrastructure project scheduled for the North, has the government applied its assessment of global warming and permafrost melting damage to this project as well, and, if so (i) what were the results, (ii) what are the government’s plans in this matter?

(Return tabled) Question No. 41 Mr. Peter Julian: With regard to the costs of the 2010 Vancouver Olympic Games: (a) what are the direct costs, past and planned, in grants and transfers to the Province of British Columbia (BC) or the governments of any municipalities therein from the federal government; (b) will the federal government be making any financial contribution to the 2010 Olympic Games by way of loans to the BC government or the governments of any municipalities therein and, if so, have these loans already been issued and what are the current and projected total amount of any loans issued by the federal government in this matter; (c) given the existing cost overrun from the 2003 bid forecast, will or has the federal government been providing financial assistance in any way either through direct grants, transfers or loans to the provincial government of BC or the governments of any municipalities therein to cover any additional cost overruns; (d) will the BC government be solely responsible for any additional cost overruns; (e) what are the direct costs in grants and transfers to all non-governmental entities, organizations, committees and agencies associated with the 2010 Vancouver Olympic Games from the federal government; (f) what are the indirect costs to the federal government for the 2010 Olympic Games including (i) direct payment and transfers to the BC provincial government or the governments of any municipalities therein in terms of transportation, logistics and salary costs associated with private and RCMP security for the games, (ii) military security costs for transportation and logistical costs associated with all military security provided for the 2010 Olympic Games; (g) what are other infrastructure costs being born by the federal government including construction, renovation, expansion or improvements of buildings, highways, public transportation or transportation for athletes associated with the 2010 games; and (h) what is the best g ...

This includes $3 billion in the direct infrastructure initiatives for municipal and rural projects, for strategic projects and for border projects that are already up and running; plus $300 million more in the budget for the green municipal funds administered by the Federation of Canadian Municipalities; plus $7 billion more over 10 years through the full GST rebate to all municipalities; plus $5 billion more ramping up over the coming five years through the sharing of the federal excise tax on gasoline, and then an ongoing $2 billion per year thereafter for cities and communities from the Government of Canada.
