In order to supplement and amend certain non-essential elements of this Regulation, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of the identification of the period of time and of the relevant starting or ending dates of the period of time with regard to the admissibility criteria of applications, adjusting the percentages concerning the indicative distribution of funds among the objectives under direct management, the definition of eligible operations and costs for hygiene, health and safety-related investments and investments concerning working conditions, on board or in individual equipment, the definition of eligible costs of operations to protect and restore marine biodiversity and ecosystems in the framework of sustainable fishing activities, the definition of costs eligible for support with regard to investments in equipment or on board aimed at reducing the emission of pollutants or green-house gases and increasing the energy efficiency of fishing vessels, the definition of the criteria for calculation of the additional costs resulting from the specific handicaps of outermost regions, the definition of the cases of non-compliance by Member States which can trigger interruption of the payment deadline or suspension of payments, the definition of the criteria for establishing the level of financial correction to be applied and the criteria for applying flat rates or extrapolated financial corrections and the definition of the content and construction of the common monitoring and evaluation system.
Afin de compléter et de modifier certains éléments non essentiels du présent règlement, il convient de déléguer à la Commission le pouvoir d’adopter des actes conformément à l’article 290 du traité sur le fonctionnement de l’Union européenne en ce qui concerne la détermination de la période et de la date de début ou de fin pertinente de la période en rapport avec les critères d’admissibilité des demandes, en ajustant les pourcentages concernant la répartition indicative des fonds entre les objectifs relevant de la gestion directe, la définition des opérations éligibles et les coûts associés aux investissements en matière d’hygiène, de santé et de sécurité concernant les conditions de travail, à bord ou pour les équipements individuels, la définition des coûts éligibles liés aux opérations visant à protéger et à rétablir la biodiversité et les écosystèmes marins dans le cadre d’activités de pêche durables, la définition de coûts éligibles au soutien en ce qui concerne les investissements en matière d’équipements ou à bord visant à réduire l’émission de polluants ou de gaz à effet de serre et à augmenter l’efficacité énergétique des navires de pêche, la définition des critères de calcul des coûts supplémentaires résultant des handicaps spécifiques des régions ultrapériphériques, la définition des cas de manquement par les États membres qui peuvent entraîner l’interruption du délai de paiement ou la suspension des paiements, la définition des critères de détermination du niveau de correction financière à appliquer et des critères relatifs à l’application de corrections financières forfaitaires ou extrapolées, et la définition du contenu et de la construction d’un cadre commun pour le système de suivi et d’évaluation.

Members of the Administrative Board and of the Security Accreditation Board, the Executive Director, as well as seconded national experts and observers, shall make a declaration of commitments and a declaration of interests indicating the absence or existence of any direct or indirect interests which might be considered prejudicial to their independence.

Les membres du conseil d’administration et du conseil d’homologation de sécurité, le directeur exécutif ainsi que les experts nationaux détachés et les observateurs font une déclaration d’engagement ainsi qu’une déclaration d’intérêts mentionnant l’absence ou l’existence de tout intérêt direct ou indirect qui pourrait être considéré comme préjudiciable à leur indépendance.

Members of the Management Board, the Executive Director and officials seconded by Member States on a temporary basis shall each make a declaration of commitments and a declaration indicating the absence or presence of any direct or indirect interest which might be considered prejudicial to their independence.

Les membres du conseil d’administration, le directeur exécutif et les fonctionnaires détachés par les États membres à titre temporaire font chacun une déclaration d’engagements et une déclaration indiquant l’absence ou la présence de tout intérêt direct ou indirect qui pourrait être considéré comme préjudiciable à leur indépendance.

Members of the Board of Regulators and of the Management Committee, the Administrative Manager and the staff of the Office shall make an annual declaration of commitments and a declaration of interests indicating any direct or indirect interests, which might be considered prejudicial to their independence.
