This is the main focus of the meeting between the CoR President and the President of the Republic of Cyprus, Dimitris Christofias, scheduled for 7 September.

Welcomes the recent positive developments and the genuine climate of confidence between the newly elected President of the Republic of Cyprus, Dimitris Christofias, and the leader of the Turkish Cypriot community, Mehmet Talat; calls on the Commission to make every effort to keep the momentum going by exploiting the current window of opportunity with a view to achieving a comprehensive settlement within the UN framework, based on a bi-communal and bi-zonal federal state and on the principles on which the EU is founded; deplores once again the lack of progress towards ending the isolation of the Turkish Cypriot community in the northern part of Cyprus, in spite of the promises made by the Council and the Commission in spring 2004; urges, in this regard, the Commission to speed up the often complicated and cumbersome procedures and decentralise the decision-making process so as to make the financial aid immediately available, provide for quick approval of projects and make every effort to improve the Green Line regulation, thus facilitating trade between the two parts of the island, which is at present hampered and restricted;
29. se félicite de l'évolution favorable observée récemment et du climat de confiance qui s'est développé entre le nouveau président de la République de Chypre Demetris Christofias et le chef de la Communauté chypriote turque Mehmet Talat; demande à la Commission de tout mettre en œuvre pour maintenir cet élan en exploitant les possibilités pour assurer un règlement global dans le cadre des Nations unies, sur la base d'un État fédéral bicommunautaire et bizonal ainsi que des principes sur lesquels repose l'UE; regrette une fois encore l'absence de progrès en ce qui concerne la fin de l'isolement de la Communauté chypriote turque dans la partie septentrionale de l'île, en dépit des promesses faites par le Conseil et la Commission au printemps 2004; demande dans ce contexte à la Commission d'accélérer les procédures souvent compliquées et lourdes et de décentraliser le processus décisionnel de manière à rendre l'aide financière disponible sans délai, à assurer une approbation rapide des projets et à améliorer le règlement relatif à la Ligne verte afin de faciliter le commerce entre les deux parties de l'île, commerce actuellement entravé ou limité;

The positions of my fellow Members and of the Commissioner and the President-in-Office, and all the disappointments expressed in this House about the climate prevailing at the moment in Cyprus, bring me to the conclusion that, apart from the yes or no vote which has been debated closely here too, we should also hold an analytical debate on the proposal by the speaker of the Cypriot parliament, Dimitris Christofias, to postpone the referenda, especially in that postponement would need to be accompanied, on the one hand, by the clarification of certain points in the plan which are creating problems, such as security issues – I would ask Mr Patten to convey to Mr Verheugen the question of primary law and of people taking recourse to the courts – and, on the other hand, by work being carried out in the Security Council on the new resolution we want, which will include guarantees.
Les positions de mes collègues, du commissaire et du président en exercice du Conseil de même que toutes les déceptions qui ont été exprimées au sein de cette Assemblée quant au climat qui prévaut actuellement à Chypre m’amènent à conclure, en dehors du vote positif ou négatif qui a également été débattu de long en large ici, que nous devrions aussi mener un débat analytique sur la proposition faite par le président du parlement chypriote, Dimitris Christofias, de reporter les référendums, surtout en ce sens que ce report devrait s’accompagner, d’une part, de la clarification de certains points problématiques du plan, tels que les questions de sécurité - je demanderais à M. Patten de transmettre à M. Verheugen la question du droit primaire et des personnes qui saisissent les instances judiciaires - et, d’autre part, de travaux du Conseil de sécurité sur la nouvelle résolution que nous désirons, laquelle inclura des garanties.
