The Commission will: – Foster the comparability of qualifications, credits and registration systems through international cooperation and dialogue; – Enhance the quality of mobility through a reinforced Erasmus Charter by the end of 2013 including through guidelines for HEIs for self-assessment and monitoring; – Promote the implementation of U-Multirank, the new multi-dimensional and international ranking tool for HEIs to enhance the transparency, comparability and benchmarking between HEIs; – Support cooperation with national promotion agencies and alumni associations by sharing information and coordinating joint actions in order to market Europe as a high-quality study and research destination (e.g. student fairs and the design of joint promotion tools).

- In addition to the integrated action concerning co-operation with Russia, undertaken in the framework of the INTAS association and the international ISTC [23] initiative, the development of concerted and coordinated approaches between the Community and the Member States in the EU's scientific and technological dialogue with the major regional groupings of third countries: Mediterranean countries, Latin American countries and ASEAN countries.

However, the EU’s external migration policy also builds on EU legislation and legal instruments (so far, nine visa facilitation and thirteen EU readmission agreements, plus seven Directives on legal and irregular migration), political instruments (a large number of policy dialogues, often backed up by action plans), operational support and capacity-building (including via the EU agencies such as FRONTEX, the EASO and the ETF and technical assistance facilities such as MIEUX and TAIEX)[16] and the wide range of programme and project support that is made available to numerous stakeholders, including civil society, migrant associations and international organisations.

15. Takes note of the agreement reached on 12 September 2014 at the Trilateral Dialogue meeting between the EU, Ukraine and Russia; hopes that such dialogue could provide a basis for mutual solutions based on international standards and rules, but regrets that Russia has exploited the tripartite dialogue in an attempt to undermine the Association Agreement, instead of showing a constructive attitude to finding common viable solutions; regrets, in this regard, the decision to postpone the provisional application of the DCFTA; stresses that the agreement and future trilateral dialogue meetings do not have to provide Russia with the possibility to reopen the negotiation of the DCFTA; urges the Commission to adopt a new proposal for a regulation on the extension of autonomous trade preferences as soon as possible, which should enter into force before 1 November 2014 upon approval by the European Parliament and the Council of Ministers;

18. Reaffirms that the European Parliament must supervise these aspects more closely; calls, therefore, on the Council and Commission to involve the European Parliament at every stage in the negotiation, conclusion, application and suspension of international agreements with third countries, including the process of defining the negotiating mandate for new agreements (in particular as regards the promotion of human rights), in dialogue within association councils or any other equivalent political body responsible for overseeing an agreement (as regards the honouring of commitments relating to democratisation), and in the process of deciding whether to launch consultation or suspend an agreement;

29. Notes that social security, health and safety in the workplace, the right to form trade unions, industrial relations and social dialogue represent major challenges for China's future; calls on China to ratify key International Labour Organization Conventions, particularly Convention 87 concerning Freedom of Association and Protection of the Right to Organise and 98 on Collective Bargaining and to comply with the framework provisions of the International Labour Organization regarding effective measures to combat all forms of modern slavery, child labour and exploitation, particularly of female workers, so as to ensure respect for the fundamental rights of workers and discourage social dumping; invites the Commission to intensify and to report back regularly on the structured dialogue with its Chinese counterparts in these fields;
29. fait observer que la sécurité sociale, la santé et la sécurité sur le lieu de travail, le droit de constituer des organisations syndicales, les relations au sein des entreprises et le dialogue social représentent des défis majeurs pour l'avenir de la Chine; invite cette dernière à ratifier les principales conventions de l'Organisation internationale du travail(OIT), et en particulier la convention (n° 87) sur la liberté syndicale et la protection du droit syndical et la convention (n° 98) sur le droit de négociation collective et à respecter les dispositions cadres de l'OIT relatives à des mesures efficaces visant à lutter contre toutes les formes d'esclavage, le travail des enfants et l'exploitation, en particulier celle des femmes, de manière à garantir le respect des droits fondamentaux des travailleurs et à décourager le dumping social; invite la Commission à intensifier le dialogue structuré avec ses homologues chinois dans ce domaine, et à faire rapport régulièrement à ce sujet;

Welcomes the fact that China is engaging with the EU in the human rights dialogue; asks Member State governments, the Commission and China to use this dialogue as a real opportunity to bring about changes in the internal policies of China, where major human rights concerns continue to exist, in particular concerning the use of the death penalty and the suppression of freedom of association and religion; stresses that an increasingly positive trade relationship must be contingent on human rights reforms; is concerned at the recent reversal of EU policy by the Council in relation to the embargo on arms sales to China and strongly recommends that the arms embargo remain intact until greater progress is made on human rights issues; calls for an official reassessment of the Tiananmen events by the Chinese authorities, the publication of the list of political prisoners and their unconditional release; notes with concern the treatment of people in Tibet and Xinjiang in the areas of the freedom of association and religion;
