Intelligence dans les réseaux et ingénierie des services", dont le but est de réaliser des systèmes de communication "intelligents" et permettre aux usagers de faire évoluer eux- mêmes les services proposés; ". Qualité, sécurité et fiabilité des services et des systèmes de télécommunications", afin d'assurer la fiabilité et la sécurité des informations transmises (notamment par le concept de "signature électronique").

The aim of the second theme (photonic technologies) is the deployment of "fully optical" networks by the year 2000, with a view to exploiting certain new concepts (e.g. in quantum optics and non-linear dynamics) to achieve the technological breakthrough expected for the end of the century.
Le deuxième thème ("Technologies photoniques") a pour objectif l'installation de réseaux "tout optique" d'ici l'an 2000. Le but est de mieux maîtriser certains phénomènes (notamment liés à l'optique quantique et à la dynamique non linéaire) en vue de réaliser la percée technologique attendue pour la fin du siècle.
