Recognises the progress made in democratic standards and in the fulfilment of Association Agreement requirements, but acknowledges that persistent deficiencies in the area of democracy still remain to be addressed; recognises that further progress should be made in the areas of governance reforms, including law enforcement, judicial sectors, and the fight against corruption; regrets the latest move by the President of Armenia in committing to the customs union; reminds the Armenian authorities that such a policy is not compatible with the Association Agreement; deplores, in this regard, the fact that this choice was made without fully-fledged parliamentary scrutiny or an open and transparent debate in Armenian society; hopes, in this regard, that Armenia will continue EU-related reforms, the implementation of which could lead to the country’s economic prosperity and could help solve socio-economic and political problems which still persist within the country; calls for a pursuit of cooperation with the EU, to which the EU is open; condemns, furthermore, the attacks on civic activists demonstrating in favour of European integration, and calls for the perpetrators to be brought to justice;

I am just wondering whether my colleague found the same kinds of similarities between that sort of democratic reform brought forward by that old Reform Party, and I say that never having been a member of the Reform Party (1655) Mr. Stockwell Day: Mr. Speaker, in his usual incisive and astute manner, the hon. member has brought forward some interesting items here.

C. whereas on 3 November 2002 the Justice and Development Party (AKP) won the parliamentary elections, which had been brought forward, by an overwhelming majority; whereas the people have shown their dissatisfaction with the performance of the previous governments, thus providing the opportunity for a new direction in government policy; whereas the AKP is now faced with the difficult task of implementing legal reforms and carrying out further reforms in order to bring about a properly functioning democratic state based on the rule of law, without calling into question the essentially secular nature of the Turkish state,

Although it noted that recent legislative reforms in Turkey had brought about a degree of improvement, the ΕU made it perfectly clear to Turkey that it needs to make more progress in the field of human rights and democratic freedoms if it is to meet the political accession criteria laid down in Copenhagen.
