In order to provide pre-accession assistance to Croatia it is appropriate to include it as a beneficiary under Council Regulations (EEC) No 3906/89 of 18 December 1989 on economic aid to certain countries of Central and Eastern Europe (PHARE) , Council Regulation (EC) No 1267/1999 of 21 June 1999, establishing an instrument for structural policies for pre-accession (ISPA) and Council Regulation (EC) No 1268/1999 of 21 June 1999 on Community support for pre-accession measures for agriculture and rural development in the applicant countries of central and eastern Europe in the pre-accession period (SAPARD).
Afin de fournir une assistance préadhésion à la Croatie éligible, il convient de l’inclure comme bénéficiaire des règlements (CEE) no 3906/89 du Conseil du 18 décembre 1989 relatif à l’aide économique en faveur de certains pays de l’Europe centrale et orientale (Phare) , (CE) no 1267/1999 du Conseil du 21 juin 1999 établissant un instrument structurel de préadhésion (ISPA) et (CE) no 1268/1999 du Conseil du 21 juin 1999 relatif à une aide communautaire à des mesures de préadhésion en faveur de l’agriculture et du développement rural dans les pays candidats d’Europe centrale et orientale, au cours de la période de préadhésion (SAPARD).

For applicant countries with accession partnerships with the European Union, funding under the PHARE programme shall focus on the main priorities for the adoption of the acquis communautaire, i.e. building up the administrative and institutional capacities of the applicant States and investment, except for the type of investments financed in accordance with Council Regulations (EC) No 1267/1999 of 21 June 1999 establishing an instrument for structural policies for pre-accession and (EC) No 1268/1999 of 21 June 1999 on Community support for pre-accession measures for agriculture and rural development in the applicant countries of central and eastern Europe in pre-accession period , provided the conditions for funding measures under those two Regulations are met.
Pour les pays candidats ayant conclu avec l’Union européenne des partenariats d’adhésion, les financements au titre du programme Phare sont concentrés sur les priorités essentielles pour l’adoption de l’acquis communautaire, à savoir le renforcement de la capacité administrative et institutionnelle des pays candidats à l’adhésion et les investissements, à l’exception des types d’investissements financés conformément aux règlements (CE) no 1267/1999 du Conseil du 21 juin 1999 établissant un instrument structurel de préadhésion et (CE) no 1268/1999 du Conseil du 21 juin 1999 relatif à une aide communautaire à des mesures de préadhésion en faveur de l’agriculture et du développement rural dans les pays candidats d’Europe centrale et orientale, au cours de la période de préadhésion , pour autant que les conditions pour le financement des mesures prévues dans le cadre de ces deux règlements soient remplies.

In accordance with Article 22(2) of Regulation (EC) No 1260/1999, the field for pilot projects covered by point (a) of this paragraph is extended by the decision on the contributions from the Funds to measures that can be financed under Regulation (EC) No 1261/1999 of 21 June 1999 of the European Parliament and of the Council on the Regional Development Fund(7), Regulation (EC) No 1262/1999 of 21 June 1999 of the European Parliament and of the Council on the European Social Fund(8) and Council Regulation (EC) No 1257/1999 of 17 May 1999 on support for rural development from the European Agricultural Guidance and Guarantee Fund (EAGGF) and amending and repealing certain Regulations(9) in order to implement all the measures envisaged by the innovative actions concerned.
