In cases where the amounts paid for pre-financing referred to in paragraph 1 are not sufficient to ensure timely payment of claims from final beneficiaries, these amounts may be increased according to the provisions laid down in the sectoral or financing agreements during the period of implementation to cover such needs, provided that the cumulative amount of payments for pre-financing does not exceed 30 % of the Community contribution for the three most recent years as established in the financing decision adopting the multi-annual programmes.

The amount of the second pre-financing payment made by the Commission shall not exceed 50 % of the total amount allocated by the financing decision approving the annual programme and, in any event, where a Member State has committed nationally an amount less than the amount indicated in the financing decision approving the annual programme, the balance of the amount of Community funds actually committed by the Member State for selected projects under the annual programme minus the first pre-financing payment.

Considers that the Commission should ensure a sound policy (avoiding excessively generous advances and excessively long delays for closing programmes and projects) as regards pre-financing in order to limit the financial importance of unused amounts and/or amounts not yet finally accepted as eligible expenditure; calls on the Commission to put forward a proposal to Parliament's responsible committee on how it plans in future to manage pre-financing in line with the above comments;
9. considère que la Commission devrait garantir une politique saine (éviter des avances trop généreuses et des retards excessifs concernant la clôture des programmes et des projets) en ce qui concerne le préfinancement afin de limiter l'importance financière des montants inutilisés et/ou des montants non encore définitivement acceptés comme dépenses éligibles; invite la Commission à présenter une proposition à la commission compétente du Parlement sur la façon dont elle entend gérer à l'avenir le préfinancement conformément aux observations ci-dessus;

7. Where pre-financing is split, where the consumption of any earlier pre-financing is less than 70 %, a new pre-financing should be possible but the amount of the new payment should be reduced by the unused amounts of the previous payment.
