The financial and economic crisis and the resulting increases in deficits and debt level in the EU required a profound reform of the Stability and Growth Pact[4], both in its preventive and the corrective arm.[5] Overall, the two main objectives of the six-pack and two-pack reforms in the area of fiscal surveillance were (1) a strengthened and deepened budgetary surveillance by making it more continuous and integrated, also via an intensified sanctions mechanism; and (2) an additional surveillance for euro area Member States to ensure the correction of excessive deficits and an appropriate integration of EU policy recommendations in the national budgetary preparation.
Compte tenu de la crise financière et économique et des accroissements des déficits et du niveau d'endettement qui en ont résulté dans l'UE, il était nécessaire d'opérer une réforme en profondeur du pacte de stabilité et de croissance[5], tant de son volet préventif que de son volet correctif[6]. 1. A Member State requesting or receiving financial assistance from one or several other States, the IMF, the EFSF, the EFSM or the ESM shall prepare in agreement with the Commission - acting in liaison with the ECB and, where appropriate, with the IMF - a draft macroeconomic adjustment programme which shall build on and substitute any economic partnership programmes under Regulation (EU) No ./2012 [on common provisions for monitoring and assessing draft budgetary plans and ensuring the correction of excessive deficit of the Member States in the euro area], which shall also include annual budgetary target. The draft macroeconomic adjustment programme shall addresses the specific risks emanating from that Member State for the financial stability of the euro area and shall aim at rapidly re-establishing a sound and sustainable economic and financial situation and restoring its capacity to finance itself fully on the financial markets. The draft macroeconomic adjustment programme shall be based on the assessment of the sustainability of the government debt and shall take due account of the recommendations addressed to the Member State concerned under Articles 121, 126, 136 and/or 148 TFEU - and its actions to comply with them - while aiming at broadening, strengthening and deepening the required policy measures. The draft macroeconomic adjustment programme shall respect the practices and institutions for wage formation and industrial relations in the Union and shall, where possible, take into account the national reform programme of the Member State concerned in the context of the Union strategy for growth and jobs. The draft macroeconomic adjustment programme shall fully observe Article 151 TFEU and Article 28 of the Charter of Fundamental Rights of the European Union.

Un État membre qui demande une assistance financière d'un ou plusieurs autres États, du FMI, du FESF, du MEFS ou du MES ou qui en bénéficie prépare en accord avec la Commission – agissant en liaison avec la BCE et, le cas échéant, le FMI –, un projet de programme d'ajustement macroéconomique basé sur les éventuels programmes de partenariat économique et remplaçant ces programmes en vertu du règlement (UE n° ./2012 [établissant des dispositions communes pour le suivi et l'évaluation des projets de plans budgétaires et pour la correction des déficits excessifs dans les États membres de la zone euro], qui comporte également un objectif budgétaire . Le projet de programme d'ajustement macroéconomique remédie aux risques spécifiques que l'État membre en question fait peser sur la stabilité de la zone euro et vise à rétablir rapidement une situation économique et financière saine et durable ainsi que sa capacité à se financer intégralement sur les marchés financiers. 29. Underlines the need to further diversify the European Neighbourhood strategy providing also an attractive alternative for those countries which potentially could become Member States of the European Union but which will ultimately remain close partners of the Union; insists that the European Parliament, being part of the budgetary authority, must in the future be involved as an equal partner, as it is today, in any decision concerning the transition of a potential candidate to a pre-accession candidate, owing to the significant budgetary implications; is of the strong opinion that an increase of funds is necessary in order to deepen relations with its neighbouring countries and to provide an adequate level of funds for potential candidate and candidate countries that guarantees them fair and equal treatment; draws attention, in particular, to the fact that the resources available to fund EU relations with the developing countries must be considered as a minimum with a view to honouring the European commitment to help those countries achieve the Millennium Development Goals by 2015;
