It has been one of inclusion, and above all, it has been based on the Universal Declaration of Human Rights and the values that sprang from it. In the context of African engagement, we have for the first time, in the new Africa partnership initiative, an explicit engagement and Dr. Martin has much more direct experience of this than I do and an undertaking by the leaders of Africa, by their own free will, not with coercion or external forces, that they will in fact try to adhere to what we would consider to be the principles of the human security agenda.
