To be able to exercise its democratic oversight of the provision of macro-financial assistance to third countries, it is very important for Parliament to receive quality information on Kosovo's ongoing economic and financial performance, the Commission's assessment thereof and the reasons underlying the Commission's decision to release tranches of the grant assistance to the recipient.
Pour que le Parlement puisse exercer son contrôle démocratique sur l'assistance macrofinancière octroyée aux pays tiers, il est capital qu'il reçoive des informations de qualité sur les performances économiques et financières du Kosovo, l'évaluation de ces performances par la Commission et les raisons sous-tendant la décision de la Commission de libérer des tranches de l'aide au profit du bénéficiaire.

Except in duly justified cases, the assistance granted to a project, group of projects or project stage on which work has not begun within two years from the date of its expected start as indicated in the decision granting assistance or the date of its approval if later, shall be cancelled.

13. In Article 13, the following paragraph shall be inserted: "2 a. Except in cases duly justified to the Commission, aids granted to projects which have not started within two years following the date of their expected start, as indicated in the decision granting assistance, will be cancelled by the Commission".
